The Association Council welcomed Hungary's participation, according to the provisions of the relevant Association Council decisions, in the following Community programmes: Socrates II, Leonardo da Vinci II, Youth, Fifth Framework Programme for Research, Fifth Framework Programme on the European Atomic Energy Community (Euratom) for Research and Training Activities, Culture 2000, Life III. The Association Council also welcomed the conclusion of negotiations for the participation of Hungary in the European Environment Agency; following ratification and entry into force of the agreement Hungary will become a member of the Agency.
Le Conseil d'association se réjouit de la participation de la Hongrie, conformément aux dispositions des décisions qu'il a prises en la matière, aux programmes communautaires suivants: Socrates II, Leonardo da Vinci II, Jeunesse, cinquième programme-cadre pour des actions de recherche, cinquième programme-cadre de la Communauté européenne de l'énergie atomique (Euratom) pour des actions de recherche et d'enseignement, Culture 2000, LIFE III. Il se félicite également de l'achèvement des négociations concernant la participation de la Hongrie à l'Agence européenne pour l'environnement; dès que l'accord aura été ratifié et sera entré en vigueur, la Hongrie deviendra membre de l'Agence.

2. The Association Council reviewed Hungary's preparations for accession in the light of the Accession Partnership, of Hungary's National Programme for the Adoption of the Acquis, revised in July 1999, and of the second regular report issued by the European Commission on 13 October 1999 on Hungary's progress towards accession.

Le Conseil d'association a passé en revue les travaux préparatoires menés par la Hongrie en vue de son adhésion à la lumière du partenariat pour l'adhésion, du programme national de la Hongrie pour l'adoption de l'acquis (révisé en juillet 1999) et du deuxième rapport régulier sur les progrès réalisés par la Hongrie sur la voie de l'adhésion à l'UE, adopté par la Commission européenne le 13 octobre 1999.

Fulfilling its central role in EU-Hungary relations, the Association Council reviewed Hungary's preparation towards accession to the European Union and bilateral relations under the Europe Agreement.

CONSIDERING THAT The Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Tunisia, of the other part, hereinafter referred to as ‘the Euro-Mediterranean Agreement’ was signed in Brussels on 17 July 1995, entered into force on 1 March 1998 and was amended notably by the Protocol to the Euro-Mediterranean Agreement establishing an association between the European Community and its Member States, of the one part, and the Republic of Tunisia, of the other part, to take account of the accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic to the European Union (1) and by Decision No 1/2006 of the EU-Tunisia Association Council of 28 July 2006 amending Protocol 4 to the Euro-Mediterranean Agreement concerning the definition of the concept of originating products and methods of administrative cooperation (2);
CONSIDÉRANT que l'accord euro-méditerranéen établissant une association entre la Communauté européenne et ses États membres, d'une part, et la République tunisienne, d'autre part, ci-après dénommé «accord euro-méditerranéen», a été signé à Bruxelles le 17 juillet 1995, est entré en vigueur le 1er mars 1998 et a été notamment modifié par le protocole à l'accord euro-méditerranéen établissant une association entre la Communauté européenne et ses États membres, d'une part, et la République tunisienne, d'autre part,pour tenir compte de l'adhésion à l'Union européenne de la République tchèque, de la République d'Estonie, de la République de Chypre, de la République de Lettonie, de la République de Lituanie, de la République de Hongrie, de la République de Malte, de la République de Pologne, de la République de Slovénie et de la République slovaque (1) et par la décision no 1/2006 du Conseil d'association UE-Tunisie du 28 juillet 2006 modifiant le protocole no 4 à l'accord euro-méditerranéen, relatif à la définition de la notion de produits originaires et aux méthodes de coopération administrative (2);

The Council, acting by a qualified majority, may ask the Commission within one month of the conclusion of the consultations with Hungary within the Association Council, to adopt safeguard measures.
Le Conseil, statuant à la majorité qualifée, peut dans un délai d'un mois après la conclusion des consultations au sein de ce conseil avec la Hongrie, demander à la Commission de prendre des mesures de sauvegarde.

If the Council, acting by the qualified majority referred to in Article 28 (4) of the Treaty, indicates its intention to request a different decision, the Commission shall inform Hungary thereof forthwith and shall notify it of the opening of the consultations within the Association Council as provided for in Article 33 (2) and (3) of the Agreement.

The Association Council acknowledged Hungary's successes while presiding the OSCE, particularly with regard to initiatives in the field of preventive diplomacy and the peaceful solution of conflicts.
