IN-CONTEXT TRANSLATIONS

ACTION for annulment of Council Regulation (EU) No 40/2013 of 21 January 2013 fixing for 2013 the fishing opportunities available in EU waters and, to EU vessels, in certain non-EU waters for certain fish stocks and groups of fish stocks which are subject to international negotiations or agreements (OJ 2013 L 23, p. 54), as amended, in so far as it amalgamates the northern and southern components of the stock of blue whiting in the north-east Atlantic in order to establish the TAC (total allowable catch) for blue whiting set out in Annexes IA and IB of that regulation.

As regards highly migratory and straddling stocks (including mackerel and blue whiting) in the North East Atlantic, the EU cooperates with the same Northern neighbours in the Coastal States fora.

Amongst other things the regulation incorporates the 1998 and 1999 ICCAT (International Council for the Conservation of Atlantic Tuna) recommendations on restricting fishing capacity or activities in respect of white tuna by limiting the number of vessels which will in future be allowed to fish to the average recorded during the 1993-1995 period.

Whereas there are increasing doubts with regard to the effects of non-traditional hunting on the conservation of harp seals in the East Atlantic, the Barents Sea and the White Sea, where they are, in addition to hunting, also affected by the depletion of prey fish species and entanglement in nets along the Norwegian coast;
considérant qu'il y a des doutes accrus quant aux conséquences de la chasse non traditionnelle sur la conservation des phoques harpés dans l'Atlantique Est, la mer de Barents et la mer Blanche; que ces populations y sont en outre victimes de la raréfaction des espèces de poissons dont elles se nourrissent et que de nombreux spécimens meurent dans des filets situés le long de la côte norvégienne;

With this year's Northeast Atlantic tuna fishery (Albacore, also known as long-finned tuna or white tuna) expected to get under way within the next week or two, the European Commission held a meeting in Brussels on 16 May with the enforcement authorities of France, Ireland, Portugal, Spain and the United Kingdom to discuss and agree a set of measures designed to ensure efficient enforcement of the regulations concerning the use of drift nets and avoid any repetition of the unacceptable conflicts between different groups of fishermen which featured during the 1994 fishery.
La campagne de pêche au thon (thon blanc ou germon atlantique) dans l'Atlantique du Nord-Est de cette année devant débuter dans les deux semaines à venir, la Commission européenne a organisé, le 16 mai dernier, une réunion regroupant à Bruxelles les autorités chargées de l'application de la réglementation en France, en Irlande, au Portugal, en Espagne et au Royaume-Uni, en vue d'examiner et approuver un train de mesures de nature à garantir l'application efficace des règlements concernant l'utilisation des filets dérivants et à éviter la répétition des conflits inacceptables entre groupes de pêcheurs qui ont émaillé la campagne 1994.
