expresses its utmost satisfaction with the mandates adopted by the REGI Committee of the European Parliament on 11-12 July 2012, which largely echo the demands of local and regional authorities, as expressed and adopted in the Committee of the Regions' opinions; regrets, however, that key issues concerning the draft regulation on the ESF were not taken on board by the draft report adopted by the EMPL Committee on 5 July 2012;

encourages institutional capacity-building and the development of an institutional twinning scheme between Moldova's recently created regional development agencies and similar agencies in the EU, and within non-governmental bodies (European Association of Regional Development Agencies) and associations of local and regional authorities, such as the recently established congress of local authorities CALM (Congress of the Local Authorities from Moldova); proposes looking into the possibility of giving Moldovan local and regional authorities observer status on some EU institutions dealing with regional policy (Committee of the Regions, Economic and Social Committee).
encourage la consolidation des capacités institutionnelles ainsi que le développement d'un programme de jumelage institutionnel entre les agences de développement régional récemment créées en République de Moldavie et des agences similaires dans l'UE mais aussi au sein des structures non gouvernementales (Association européenne des agences de développement régional – EURADA) et des associations de collectivités territoriales, telles que le congrès des pouvoirs locaux CALM (Congrès des autorités locales de la Moldavie) créé depuis peu. Particular attention is thereby to be paid to rural areas, areas suffering from an economic handicap or affected by industrial transition, and regions which suffer from severe and permanent natural or demographic handicaps such as the northernmost regions with very low population density and island, cross-border and mountain regions; the Committee of the Regions would also highlight the challenges listed in the Europe 2020 study for the EU's regions, including the outermost regions, as well as urban areas whose outskirts are often increasingly run down and affected by growing social and economic impoverishment; considers, furthermore, that the scope of the Europe 2020 strategy should also cover the outermost regions, in accordance with Article 349 TFEU;
Il convient à ce sujet d'accorder une attention particulière aux zones rurales, aux zones souffrant d'un handicap économique ou aux zones où s'opère une transition industrielle et aux territoires qui souffrent de handicaps naturels ou démographiques graves et permanents, tels que les régions les plus septentrionales à très faible densité de population ainsi que les régions insulaires, transfrontalières et de montagne. 2. Though the establishment of a consultative mechanism for dialogue between the regional and local authorities of the two Parties is not explicitly provided for in the aforementioned Europe Agreement, the Commission proposes that a Joint Consultative Committee representing the regional and local authorities of both parties be set up by the Association Council in support of the keen interest expressed, in this respect, by both sides, represented by the Committee of the Regions, of the part of the Community, and by the Slovak Liaison Committee for Co-operation with the Committee of the Regions of the European Communities, of the part of the Slovak Republic.
2. Bien que la mise en place d'un mécanisme consultatif pour le dialogue entre les autorités régionales et locales des deux parties ne soit pas explicitement prévue par l'accord européen évoqué plus haut, la Commission propose qu'un comité consultatif paritaire représentant les autorités régionales et locales des deux parties soit constitué par le Conseil d'association afin de répondre au vif intérêt manifesté à cet égard par les deux parties, représentées pour ce qui est de la Communauté, d'une part, par le Comité des régions et pour ce qui est de la République slovaque, d'autre part, par le Comité de liaison slovaque pour la coopération avec le Comité des régions des Communautés européennes.

2. Though the establishment of a consultative mechanism for dialogue between the regional and local authorities of the two Parties is not explicitly provided for in the aforementioned Europe Agreement, the Commission proposes that a Joint consultative committee representing the regional and local authorities of both parties be set up by the Association Council in support of the keen interest expressed, in this respect, by both sides, represented by the Committee of the Regions, on the part of the Community, and by the Bulgarian Liaison Committee for Co-operation with the Committee of the Region of the European Communities, on the part of the Republic of Bulgaria.
