A proposal by the Commission to broaden the scope of the existing Telecoms Working Group, by transforming it into an Information Society Working Group, covering also the regulatory framework for the sector, as well as new areas, was agreed with China.

Explore how far the EU can assist China in integrating environmental considerations into other areas of policy; and forge fruitful partnerships to promote common interests within multilateral environmental agreements, where feasible.

At the same time, the EU and China should strengthen their dialogue on regional and multilateral trade and investment issues. The EU should encourage and support China’s growing role in the multilateral trading system and in plurilateral initiatives, including TiSA, the Information Technology Agreement, the EGA, the International Working Group on Export Credits and the GPA, in a way that would see China strengthen the ambition of these initiatives and assume responsibilities in line with the benefits it draws from an open trading system.

As a concrete result of his discussions with his Chinese counterparts, President Juncker announced that the two sides agreed to create a bilateral working group on steel to monitor overcapacity and verify steps taken by China to address it – "a kind of steel platform between China and the European Union to keep alive the debates and the discussions we have and monitor decisions related to the steel overproduction" he said.
