Taking account of these and other elements which strongly support a Community approach to air service agreements on 5 June 2003 the Council agreed on a package of measures that gives responsibility for conducting key air transport negotiations to the Commission, including in particular a mandate to begin negotiations on a new transatlantic air agreement.

The Parties commit to the shared goal of continuing to remove market access barriers in order to maximise benefits for consumers, airlines, labour, and communities on both sides of the Atlantic, including enhancing the access of their airlines to global capital markets, so as better to reflect the realities of a global aviation industry, the strengthening of the transatlantic air transportation system, and the establishment of a framework that will encourage other countries to open up their own air services markets.

The Parties share the goal of continuing to open access to markets and to maximise benefits for consumers, airlines, labour, and communities on both sides of the Atlantic, including the facilitation of investment so as to better reflect the realities of a global aviation industry, the strengthening of the transatlantic air transportation system, and the establishment of a framework that will encourage other countries to open their own air services markets.

Les parties partagent l'objectif consistant à poursuivre l'ouverture de l'accès aux marchés et à maximiser les avantages pour les consommateurs, les transporteurs aériens, le personnel et les populations des deux côtés de l'Atlantique, notamment en facilitant les investissements afin de mieux refléter les réalités de l'industrie aéronautique mondiale, en renforçant le système de transport aérien transatlantique et en établissant un cadre qui encouragera les autres pays à ouvrir leurs propres marchés des services aériens.

Whereas the Heads of State and Government, at their meeting in June 1986, agreed that the internal market in air transport should be completed by 1992 in pursuance of Community actions leading to the strengthening of its economic and social cohesion; whereas the provisions of this Regulation, together with those of Council Directive 87/601/EEC of 14 December 1987 on fares for scheduled air services between Member States(1) and those of Council Decision 87/602/EEC of 14 December 1987 on the sharing of passenger capacity between air carriers on scheduled air services between Member States and on access for air carriers to scheduled air service routes between Member States(2), are a first step in this direction and the Council will therefore, in order to meet the objective set by the Heads of State and Government, adopt further measures of liberalization at the end of a three year initial period,
