Honourable senators, there can be no doubt that the existing mathematical, mechanical process for determining demand for service is not in line with the fundamental goal of the Official Languages Act, which is to promote the development of francophone and anglophone minorities and the full recognition and use of French and English in Canadian society.
Il n'y a pas de doute, honorables sénateurs, que la façon mathématique et mécanique actuelle de déterminer la demande de services ne correspond pas à l'objectif fondamental de la Loi sur les langues officielles, qui est de favoriser l'épanouissement des minorités francophones et anglophones et promouvoir la pleine reconnaissance et l'usage du français et de l'anglais dans la société canadienne.
