We have seen in the past that the Rules of Procedure, as they stand, have caused us a few problems, as sometimes certain rules were difficult to interpret or even led to political deadlock as to the admissibility of this or that text. We have therefore tried to do some tidying up, to clarify and to consolidate, but that does not make it a revolution.
