The concept of civic citizenship guarantees immigrants a number of rights and obligations, even if they are not naturalised, including the right to free movement, the right to work and the right to vote in local elections.
La notion de citoyenneté civile, quant à elle, garantit aux immigrants un certain nombre de droits et d'obligations, même s'ils ne sont pas naturalisés. Il s'agit entre autres du droit à la libre circulation, du droit de travailler et du droit électoral local.

The ideal goal that we ought to be aiming for would be a system in which individual contributions would become more and more in number, thus enhancing the democratic quality of our system because it would involve more people recognizing their civic duty and their civic right to make contributions to the party of their choice, but on a private, personal and individual basis.

The Committee proposes that, at a first stage, i.e. in conjunction with the forthcoming IGC, the Treaty should take in certain fundamental social and civic rights to reflect the Union's determination to formulate a "Bill of Rights" to act as a guide at the dawn of the 21st Century. Once these proposals have been included in the Treaty, the Committee recommends that work proceed to a second stage, which it regards as being of capital importance for the future of the Union, i.e. putting the finishing touches to the embryonic "Bill of Rights".
