As a result of the preparatory work carried out, all the above Chapters were closed at the European Council at Copenhagen on 12-13 December following the agreement reached on budgetary expenditures and on other arrangements on specific pending issues.

In addition, the Parliament points out that as a general rule the requirement to state the reasons is less demanding if the person concerned has been closely associated with the preparation of the decision and knows, from an audit report to which the contested decision refers and which has been communicated to him, the reason why the institution considers that the disputed expenditure should not be charged to the budget.
