‘green card’ means an international certificate of insurance issued on behalf of a national bureau in accordance with Recommendation No 5 adopted on 25 January 1949 by the Road Transport Sub-committee of the Inland Transport Committee of the United Nations Economic Commission for Europe.

‘national insurers’ bureau’ means a professional organisation which is constituted in accordance with Recommendation No 5 adopted on 25 January 1949 by the Road Transport Sub-committee of the Inland Transport Committee of the United Nations Economic Commission for Europe and which groups together insurance undertakings which, in a State, are authorised to conduct the business of motor vehicle insurance against civil liability.

The purpose of these Internal Regulations is to govern the reciprocal relations between National Insurers' Bureaux thereby enforcing the provisions of Recommendation No 5 adopted on 25 January 1949 by the Working Party on Road Transport of the Inland Transport Committee of the European Economic Commission of the United Nations, superseded by Annex 2 of the Consolidated Resolution on the Facilitation of Road Transport (RE4) adopted by the Working Party at its 74th session held on 25 to 29 June 1984, in its current version (hereinafter called recommendation No 5).
Ce règlement général a pour objet de régir les relations entre les bureaux nationaux d'assurance dans le cadre de la mise en oeuvre des dispositions de la Recommandation n° 5, adoptée le 25 janvier 1949 par le Groupe de travail des Transports routiers du Comité des transports intérieurs de la Commission économique pour l'Europe de l'Organisation des Nations unies, à laquelle s'est substituée l'annexe 2 de la Résolution d'ensemble sur la facilitation des transports routiers (R.E.4), adoptée par le Groupe de travail lors de sa soixante-quatorzième session qui s'est tenue du 25 au 29 juin 1984, telle qu'elle figure dans sa dernière version (ci-après dénommée "Recommandation n° 5").

(1) Whereas in 1949 the Working Party on Road Transport of the Inland Transport Committee of the Economic Commission for Europe of the United Nations sent to the Governments of Member States a recommendation(1) inviting them to ask insurers covering third party liability risks in respect of the use of vehicles to conclude agreements for the establishment of uniform and practical provisions to enable motorists to be satisfactorily insured when entering countries where insurance against such risks is compulsory.
(1) Considérant que le Groupe de travail des transports routiers du Comité des transports intérieurs de la Commission économique pour l'Europe de l'Organisation des Nations unies a adressé, en 1949, aux gouvernements des États membres une recommandation(1) les invitant à demander aux assureurs couvrant les risques de responsabilité civile en matière de circulation routière, de conclure des accords destinés à établir des dispositions uniformes et pratiques permettant aux automobilistes d'être assurés de façon satisfaisante lorsqu'ils pénètrent dans des pays où l'assurance contre ces risques est obligatoire.
