UNESCO mandated the committee to research ways and means to promote bilateral negotiations in cases of disputes over returning cultural goods to their country of origin.

The debate in the Committee on Culture, Youth, Education, the Media and Sport on the implementation of the regulation on the export of cultural goods and the directive on the return of cultural objects unlawfully removed from the territory of a Member State was wide-ranging and exhaustive, although the absence of a direct personal contribution by the Commissioner responsible for culture, Mrs Viviane Reding, was regretted, as were the gaps and inconsistencies in the report from the Directorate-General for Education and Culture.
Le débat mené au sein de la commission de la culture, de la jeunesse, de l'éducation, des médias et des sports, sur l'application du règlement relatif à l'exportation de biens culturels et la restitution de biens culturels ayant quitté illicitement le territoire d'un État membre, a été approfondi et concluant, même si on a déploré l'absence d'une contribution directe et personnelle de la commissaire chargée de la culture, Mme Viviane Reding, ainsi que les lacunes et l'incohérence du rapport de la DG Culture.

The meeting was attended by the members of the Council of the European Union, the responsible member of the Commission and members of the Governments of the EFTA states participating in the EEAA. 2. The EEA Council noted the progress report presented by the President of the EEA Joint Committee. 3. The EEA Council assessed the overall functioning and development to date of the EEA Agreement and: - expressed satisfaction at the continued good functioning of the Agreement and the participation of all parties in the EEA in the development and realisation of the internal market; - welcomed the increasing importance of the consultation and information procedures between the EU and the EFTA/EEA States in the shaping of EEA relevant legislation and initiatives under preparation in the EU; - welcomed the contribution of the EEA Joint Committee in maintaining the dynamism of the Agreement and thereby the homogeneity of the European Economic Area; - welcomed the active contribution in the form of reports, debate and resolutions made by the Joint Parliamentary Committee, most recently at its meeting of 20 November in Vaduz; - noted with satisfaction that the next meeting of the EEA Consultative Committee is scheduled for January 1996, as well as the continuing close informal contact and co-operation between the social partners in the EFTA States and the European Union; - noted that the provisions of the Agreement for development of cooperation had led to participation by the EFTA States in new areas, such as culture, Helios II (programmes for the disabled) and that participation in further areas is being considered.
Participaient à cette session les membres du Conseil de l'Union européenne, le membre compétent de la Commission et des membres des gouvernements des Etats de l'AELE participant à l'EEE. 2. Le Conseil de l'EEE a pris acte du rapport d'activité présenté par le président du Comité mixte de l'EEE. 3. Le Conseil de l'EEE a évalué le fonctionnement global et l'évolution à ce jour de l'Accord EEE et : - a exprimé sa satisfaction au sujet du bon fonctionnement de l'accord et de la participation de toutes les parties à l'EEE au développement et à la réalisation du marché intérieur ; - s'est félicité de l'importance croissante que prennent les procédures de consultation et d'information entre l'Union européenne et les Etats AELE/EEE dans le processus de formation de la législation et d'initiatives en rapport avec l'EEE, élaborées par l'UE ; - s'est félicité de la contribution du Comité mixte de l'EEE au maintien du caractère dynamique de l'accord et, par voie de conséquence, de l'homogénéité de l'Espace économique européen; - s'est félicité de la contribution active fournie par le Comité parlementaire mixte sous forme de rapports, de débats et de résolutions, en dernier lieu lors de sa réunion du 20 novembre à Vaduz ; - a noté avec satisfaction que la prochaine réunion du Comité consultatif de l'EEE a été fixée en janvier 1996, et que les partenaires sociaux des Etats de l'AELE et de l'Union européenne maintiennent des contacts informels et des relations de coopération suivis ; - a constaté que les dispositions de l'accord visant à développer la coopération ont amené les Etats de l'AELE à participer aux travaux dans de nouveaux domaines tels que la culture, Helios II (programmes en faveur des personnes handicapées) et à envisager une participation dans d'autres domaines encore.
