TRADUCTIONS EN CONTEXTE

This annual report focuses on the measures (projects) that were decided in 2001, progress in implementation as well as the efforts to prepare Candidate Countries for the fully decentralised management of ISPA and for improving the financial management and control systems.
Le présent rapport se concentre sur les mesures (projets) qui ont été décidés en 2001, sur l'état d'avancement de leur mise en oeuvre ainsi que sur les efforts des pays candidats en vue de se préparer à la gestion totalement décentralisée de l'ISPA et à l'amélioration des systèmes de gestion et de contrôle financiers.

5. Given that sound financial management is central to the implementation of the EU budget as well as of national budgets, since it increases the effectiveness of expenditure, reduces the possibility of error and fraud, and enhances budget transparency, considers it important that the EU budget be used to promote programmes aimed at developing the Member States’ statistical, reporting, and accounting systems, auditing and supervisory procedures, and the enforcement of financial management and control systems; calls on the Commission, therefore, to make rapid and effective use of the Anti-Fraud Information System (AFIS) and the European statistical programme (ESP) and, in cooperation with the Member States, to channel European structural and investment funding towards capacity building and the exchange of knowledge and experience among Member States in the field of financial management and reporting;
5. sachant que la bonne gestion financière est essentielle pour l'exécution du budget de l'Union, mais aussi pour celle des budgets nationaux, car elle permet d'augmenter l'efficacité des dépenses, de réduire le risque d'erreur et de fraude et de renforcer la transparence budgétaire, estime qu'il importe, dans le cadre du budget de l'Union, de soutenir des programmes visant à développer les systèmes statistiques, déclaratifs et comptables des États membres, les mécanismes de contrôle et de surveillance et l'instauration de systèmes de gestion et de contrôle financiers; invite donc la Commission à utiliser rapidement et efficacement le système d'information antifraude (AFIS) et le programme statistique européen et, en collaboration avec les États membres, à affecter des crédits des fonds structurels et d'investissement européens au renforcement des capacités et aux échanges de connaissances et d'expériences entre les États membres dans le domaine de la gestion et de l'information financières;

‘regulated market’ means a multilateral system operated and/or managed by a market operator, which brings together or facilitates the bringing together of multiple third-party buying and selling interests in financial instruments – in the system and in accordance with its non-discretionary rules – in a way that results in a contract, in respect of the financial instruments admitted to trading under its rules and/or systems, and which is authorised and functions regularly and in accordance with Title III of this Directive;

O. whereas the Member States designate Managing Authorities (MAs) to implement the multiannual Operational Programmes (OPs), prepared by the Member States following consultations with stakeholders and bilateral meetings with the Commission and which were finally adopted in the form of Commission decisions, and which set up and maintain systems for financial management and control systems to carry out programming, checks, monitoring and reporting;
O. considérant que pour mettre en œuvre les programmes opérationnels pluriannuels qui ont été établis par les États membres à la suite de consultations des parties prenantes et de réunions bilatérales avec la Commission et qui ont au final été adoptés sous la forme de décisions de cette dernière, les États membres désignent des autorités de gestion qui mettent en place et assurent le bon fonctionnement des systèmes de gestion et de contrôle financiers pour l'exécution des tâches de programmation, de contrôle, de suivi et de présentation des informations;

In general, the fact that deficient management or control systems were improved immediately after the deficiencies were reported to the Member State is not considered as a mitigating factor when assessing the financial impact of the systemic irregularities before the improvement was made.
Toutefois, en ligne générale, le fait que les systèmes de gestion et de contrôle manquants ont été améliorés dès que les insuffisances ont été portées à la connaissance de l'État membre n'est pas considéré comme un facteur d'atténuation, lors de l'appréciation des conséquences financières d'irrégularités systémiques qui se sont produites avant que les améliorations aient été effectuées.

The Commission also intends to organise during the second half of 2002 a seminar on the management and simplification of the implementation of structural measures covering the following issues: public-private partnerships and financial engineering, the programming system (including the number of Funds and coherence with the Cohesion Fund and the other Community financial instruments), systems of management, monitoring, financial control and partnership.
La Commission envisage aussi d'organiser, au cours du deuxième semestre 2002, un séminaire consacré à la gestion et à la simplification de la mise en oeuvre des actions structurelles, autour des thèmes suivants : partenariat public - privé et ingénierie financière, système de programmation (y compris le nombre de fonds et la cohérence avec le fonds de cohésion et les autres instruments financiers communautaires), mode de gestion, suivi, contrôle financier et partenariat.
