Expects, in particular, that these changes will lead to a comprehensive settlement of the question of the aspirations, problems and cultural rights of the Kurdish population which will enable the different cultural communities living on Turkish soil to affirm their identities freely without jeopardising the unity of the country, in accordance with the spirit of the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages; urges the Turkish authorities, therefore, to speed up the implementation of the global strategy for economic, social and cultural development planned for the south-east of the country, in a spirit of dialogue and openness, and to take all necessary measures to establish a lasting social peace in the area, in particular by lifting the state of emergency in the four provinces concerned;
3. demande, en particulier, que ces changements conduisent à un règlement global qui, tout en solutionnant la question des aspirations, des problèmes et des droits culturels de la population kurde, permette aux différentes communautés culturelles présentes sur le sol turc d'affirmer leur identité librement, sans mettre en danger l'unité du pays, conformément à l'esprit de la convention-cadre relative à la protection des minorités nationales et de la Charte européenne des langues régionales ou minoritaires; engage donc instamment les autorités turques à accélérer la mise en œuvre de la stratégie globale de développement économique, social et culturel prévue pour le sud-est du pays, dans un esprit de dialogue et d'ouverture, et à prendre toutes les dispositions nécessaires pour établir une paix sociale durable dans la région, en particulier en levant l'état d'urgence qui a été proclamé dans les quatre provinces concernées;

18. Takes note of the plan for a constitutional amendment aimed at partially lifting the restrictions on the use of the Kurdish language; hopes that this gesture will be followed by others leading to a comprehensive solution for the aspirations and problems of the Kurdish population and to constitutional provisions on cultural rights that will entitle the different cultural communities on Turkish soil to affirm their identity freely without jeopardising the unity of the country, in accordance with the spirit of the Framework Convention for the protection of national minorities and the European Charter for regional or minority languages; therefore urges the Turkish authorities to speed up the implementation of the global strategy for economic, social and cultural development planned for the south-east of the country, in a spirit of dialogue and openness, and to take all necessary measures to establish a lasting social peace in the area, in particular by lifting the state of emergency in the four provinces concerned;
18. prend acte de l'amendement constitutionnel envisagé visant à l'abolition partielle des restrictions concernant l'usage de la langue kurde; espère que ce geste sera suivi par d'autres, débouchant sur une solution globale aux problèmes de la population kurde et répondant aux aspirations de celle-ci et sur des dispositions constitutionnelles en matière de droits culturels, permettant aux différentes communautés culturelles présentes en Turquie d'affirmer librement leur identité, sans pour autant mettre en péril l'unité de l'État, conformément à l'esprit de la Convention-cadre pour la protection des minorités nationales et de la Charte européenne des langues régionales ou minoritaires; demande instamment aux autorités turques d'accélérer la mise en place de la stratégie globale pour le développement économique, social et culturel prévue pour la région du sud-est dans un esprit de dialogue et d'ouverture et de prendre toutes les mesures nécessaires à l'instauration d'une paix sociale durable dans la région qui requiert, notamment, la levée de l'état d'urgence dans les quatre provinces concernées;
