2. Takes the view that the increase in the number of applications for EGF funding and the difficulties experienced in implementing the EGF mobilisation and deployment procedure call for improvements to be made to the fund's procedural and budgetary arrangements at the earliest opportunity; underlines that the Commission should improve information about, and the visibility of, the EGF among the Member States and the potential beneficiaries of the fund; calls, accordingly, on the Commission to bring the submission of its mid-term evaluation forward to 30 June 2011 and to submit at the same time a proposal for the revision of the EGF Regulation, in order to remedy the fund's clearest shortcomings before the end of the current Multiannual Financial Framework (MFF);

It should be noted, however, that the time frame and budgetary arrangements for ARTEMIS and the other joint undertakings (2008-2013) are not in line with standard financial arrangements laid down in the seven-year financial perspective 2007-2013. This could give rise to certain problems in the future.

In line with the programme, my country’s main aim whilst it holds the Presidency-in-Office of the Council in the coming six months is to achieve common positions on the chapters which have fallen to us by virtue of the timetable. It will be for our Presidency to close these outstanding chapters. I am referring to the budgetary and financial aspects of the common agricultural policy, and regional policy, notably the Structural and Cohesion Funds, in addition to financial and budgetary provisions. Finally, there is the chapter on institutions.
Dans le cadre de la présidence en exercice du Conseil de l'Union, notre objectif principal pour ce semestre (qui nous est confié au travers de la feuille de route) est de parvenir à des positions communes sur les chapitres qui reviennent à notre présidence et qui sont déjà les derniers à définir : je veux parler des aspects budgétaires et financiers de la politique agricole commune, de la politique régionale (Fonds structurels et de cohésion), des aspects et dispositions financiers et budgétaires et, enfin, du chapitre relatif aux institutions.
