In November 2011, a joint report was submitted to the federal government and to AFN officials, highlighting the position of the First Nations Education Council (Quebec), the Federation of Saskatchewan Indian Nations and the Nishnawbe-Aski Nation (Northern Ontario) on priority actions with respect to improving First Nations Education.26

In February 2014, the First Nations Education Council and the Assembly of First Nations of Quebec and Labrador requested a judicial review of the government’s October 2013 legislative proposal, alleging that the federal government had not fulfilled its obligations to consult and accommodate First Nations throughout the legislative process.60 To date, the application for judicial review has not been withdrawn.

− (FR) Madam President, Commissioner, ladies and gentlemen, as you will have understood from my first speech, the Council is well aware of the obligations pursuant to Article 9 of the Treaty on the Functioning of the European Union regarding the need to take account of the overall aspect of the requirements associated with promoting a high level of employment, ensuring adequate social protection and combating social exclusion, as well as achieving a high level of education, training and protection of human health. These obligations are and will be duly respected in all of the Council’s work.
− Madame la Présidente, Monsieur le Commissaire, chers collègues, vous l’aurez compris au travers de ma première intervention, le Conseil est bien conscient des obligations découlant de l’article 9 du traité sur le fonctionnement de l’Union européenne en ce qui concerne la nécessité de prendre en compte l’aspect global des exigences liées à la promotion d’un niveau d’emploi élevé, à la garantie d’une protection sociale adéquate, à la lutte contre l’exclusion sociale ainsi qu’à un niveau élevé d’éducation, de formation et de protection de la santé humaine. Ces obligations sont et seront dûment respectées dans tous les travaux du Conseil.

The European Union does not regulate the development of national education systems directly, but it does have a significant impact on their development, firstly through the common objectives of the European Union; secondly through the monitoring of set European guidelines and reports on the development of education systems presented by the Member States; and thirdly through the education and training programmes funded by the European Union.
