As each nation within the European Union surrendered sovereignty in order to create a trade bloc within Europe, they adopted the following features: a supranational, democratically elected, European Parliament; an acceptance that every country within the trading bloc would have to meet the highest environmental standards in operation within that trading bloc—in other words, every country, including Spain, had to raise itself to the standards under which German industries operated; and last, in order to help Spain and other poorer countries within the European Union do this, a transfer of resources from north to south.

(10) Whereas in the ministerial declaration adopted during the International Ministerial Conference entitled 'Global information networks: Realising the potential`, held in Bonn on 6 to 8 July 1997 at the initiative of the German Government, Ministers stressed the role which the private sector can play in protecting the interests of consumers and in promoting and respecting ethical standards, through properly functioning systems of self-regulation in compliance with and supported by the legal system; whereas they encouraged industry to implement open, platform-independent content rating systems, and to propose rating services which meet the needs of different users and take account of Europe's cultural and linguistic diversity; whereas ministers further recognised that it is crucial to build trust and confidence in global information networks by ensuring that basic human rights are respected and by safeguarding the interests of society in general, including producers and consumers;

Germany: "hierarchical" standards Under German technical regulations, the public authorities require the manufacturers of various industrial products that may constitute hazards to comply with uniformly accepted rules of the art. In practice, this principle is interpreted as covering national technical rules only, without allowing any real scope for the recognition of the technical specifications of other Member States.
