In her report to the Committee on the prestigious PriceWaterhouseCoopers 16th Annual Global Forest Industry Conference, Committee member and the Minister responsible for the FTA negotiations in the mid-1980s the Honourable Pat Carney revealed the havoc that the softwood war and a global oversupply of wood have wrought on the province during the past five years: permanent closure of 27 mills, job losses of the order of 13,000 forest company employees, a one-third drop in provincial forestry revenues, and the loss of the industry’s leading position in the B.C. economy.
Dans son rapport au Comité sur la 16 prestigieuse Conférence annuelle mondiale de l’industrie forestière de PriceWaterhouseCoopers, la sénatrice Pat Carney, membre du Comité et ministre responsable des négociations de l’ALE au milieu des années 1980, a révélé la décimation que la guerre du bois d’œuvre résineux, conjuguée à une offre mondiale excédentaire de bois, a fait subir à l'industrie de la province au cours des cinq dernières années : fermeture permanente de 27 scieries, perte de 13 000 emplois dans les entreprises forestières, baisse d’un tiers des recettes provinciales générées par cette industrie et perte aussi de la position dominante de l’industrie forestière dans l’économie britanno-colombienne.

(3) The wide range of activities carried out in the Member States (by a public sector body or natural or legal persons) and by various international organisations and programmes such as FAO, the European Cooperative Programme for Crop Genetic Resources Networks (ECP/GR), the Consultative Group on International Agricultural Research (CGIAR), the Global Forum on Agricultural Research (GFAR), the Agricultural Research for Development (ARD) regional and subregional organisations supported by the Community, the European Regional Focal Point (ERFP) of National Coordinators for the Management of Farm Animal Genetic Resources, the European Forest Genetic Resources Programme (Euforgen) and the related commitments of the ongoing Ministerial Conference on the protection of forests in Europe (MCPFE) to which the Community is signatory call for an effective information exchange and close coordination between the Community main actors and with the relevant organisations throughout the world with regard to the conservation, characterisation, collection and utilisation of genetic resources in agriculture so as to enhance their positive impact on agriculture.

Finally, the Community and the Member States try to promote in a systematic and coordinated way the sustainable management and use of forests, their protection and their development, when implementing a pan-European process for the protection of forests and cooperation as agreed with the countries of Central and Eastern Europe, and also within the framework of global conferences on the protection of Europe’s forests.
En conclusion, la Communauté et les États membres s’efforcent de façon systématique et concertée de promouvoir la gestion et l’exploitation, la protection et le développement des forêts, tant dans la mise en œuvre du processus paneuropéen de protection des forêts que dans celle des mesures convenues dans le cadre de la coopération avec les pays d’Europe centrale et orientale et dans le cadre des conférences mondiales portant la protection des forêts en Europe.

Thus Member States should endeavour to ensure sustainable forestry management on a national basis; 12. INTEND to give priority to a fast implementation and follow-up of the resolutions adopted at the Ministerial Conference on Protection of Forests in Europe (Helsinki, June 1993); 13. WELCOME the draft Council Regulation on operations to promote tropical forests, which will enable the Community to play a more active role within the field of tropical forestry on a sustainable basis and in particular promote Community policies within this field; 14. REAFFIRM the undertaking of the Community and its Member States to participate actively in the work of the Intergovernmental Negotiating Committee for an International Convention on Desertification which is due to be opened for signature in Paris in June 1994; 15. UNDERLINE the fact that the effective use of financial resources and their delivery are decisive for meeting the environmental goals set at the UNCED Conference and WELCOME that the Development Council on 25 May confirmed that following the global financial commitment of ECU 3 billion made in Rio, the Community and its Member States would provide an initial tranche of ECU 600 million in 1993 for specific projects and programmes in key Agenda 21 sectors; 16. ACKNOWLEDGE in this respect the important role of the international and regional financial institutions in enabling the developing countries to carry out the decisions of UNCED, and CALL UPON the international financial institutions to give urgent priority to the follow-up to UNCED; 17. They further ACCENTUATE the special importance of the Global Environment Facility and STRONGLY SUPPORT the current process of replenishment and the restructuring of the Facility before 31 December 1993 into an effective and transparent body with a balanced and equitable representation of all countries, in order to make it available as the permanent financial mechanism for the Climate Change and Biodiversity Conventions, an ...

The European Commission considers that negotiations should be launched at the Ministerial meeting which will be held in November this year, on the occasion of the Second World Climate Conference, in Geneva, aiming at establishing, in parallel, a Climate Convention to create a framework for developing a global strategy, and Protocols for immediate action on CO2 emissions and on protection of tropical forests.
La Commission des Communautés européennes estime que des négociations doivent être entamées lors de la réunion ministérielle qui aura lieu en novembre prochain, à l'occasion de la deuxième conférence mondiale sur le climat, à Genève, en vue d'établir, parallèlement, une convention climatique destinée à constituer le cadre de l'élaboration d'une stratégie planétaire, ainsi que des protocoles en vue d'une action immédiate en ce qui concerne les émissions de CO 2 et la protection des forêts tropicales.
