The Court observes, first of all, that the directive on public service contracts lays down an exhaustive list of seven grounds for excluding candidates from a contract, including those of excluding candidates who have not fulfilled their obligations relating to social security and those who have not fulfilled their obligations as regards the payment of taxes.
La Cour relève, tout d'abord, que la directive sur les marchés publics de services prévoit sept causes d'exclusion, limitativement énumérées, des candidats d'un marché, parmi lesquelles celles d'exclure les candidats qui n'ont pas rempli leurs obligations en matière de sécurité sociale ainsi que leurs obligations relatives au paiement des impôts et taxes.
