It is necessary to develop an integrated approach to issues arising from the pressure of migration and asylum applications and for the management of the external borders of the Union, and to provide a budget and adequate resources to cope with emergencies in a spirit of respect for human rights and solidarity between all Member States, while remaining aware of national responsibilities and ensuring a clear division of tasks.
Il est nécessaire de développer une approche intégrée à l’égard des questions que soulèvent les pressions migratoires et les demandes d’asile, de même que pour la gestion des frontières extérieures de l’Union, et de prévoir un budget et des ressources adéquates pour gérer les situations d’urgence en faisant jouer l’esprit de respect des droits de l’homme et de solidarité entre tous les États membres, sans méconnaître les responsabilités nationales et en veillant à une répartition claire des missions.

Solidarity among Member States, clarity about the division of tasks, respect for fundamental freedoms and human rights and the rule of law, a strong focus on the global perspective and the link with external security, and consistency and coherence with the Union foreign policy objectives, as laid down in Article 21 of the Treaty on European Union (TEU), should be key principles guiding the implementation of the Internal Security Strategy.
La solidarité entre États membres, une répartition claire des tâches, le respect des libertés fondamentales et des droits de l’homme et de l’État de droit, la due prise en compte de la perspective mondiale et du lien avec la sécurité extérieure, ainsi que la concordance et la cohérence avec les objectifs de politique étrangère de l’Union, énoncés à l’article 21 du traité sur l’Union européenne, devraient constituer les grands principes guidant la mise en œuvre de la stratégie de sécurité intérieure.

The implementation of this Regulation does not affect the division of competence between the Union and the Member States or the obligations of Member States under the United Nations Convention on the Law of the Sea, the International Convention for the Safety of Life at Sea, the International Convention on Maritime Search and Rescue, the United Nations Convention against Transnational Organized Crime and its Protocol against the Smuggling of Migrants by Land, Sea and Air, the Convention Relating to the Status of Refugees, the Convention for the Protection of Human Rights and Fundamental Freedoms and other relevant international instruments.

Notes the creation of a new ‘Justice, Fundamental Rights and Citizenship’ portfolio within the Commission as an indication of its commitment to step up its efforts in the area of fundamental rights and freedoms and as a positive response to Parliament’s repeated requests in this regard; such a division between justice and security should not reinforce the misconceived dichotomy between the need to protect the human rights of all people and the need to guarantee their security; the new Commissioner should pay particular attention to EU policies on fighting irregular migration and terrorism, and the full support of the College of Commissioners is crucial to enable the new Commissioner to maintain a high profile;
