As a permanent member of the UN Security Council and a member of the Human Rights Council, China has a particular duty to support the three pillars of the UN, namely Human Rights, Peace and Security, and Development.

Notes that, despite significant economic reforms, systematic violations of political and human rights still persist in China, taking such forms as political imprisonment, attacks on, and intimidation of, lawyers, human rights defenders and journalists including the weiquan movement, the lack of an independent judiciary, forced labour, the suppression of freedom of expression and religion and of the rights of religious and ethnic minorities, arbitrary detentions, the Laogai camp system and alleged organ harvesting; remains equally concerned about the blacklisting of journalists and human rights activists, the Dalai Lama and his associates and Falun Gong practitioners;

It has allowed the EU to obtain information on human rights in China, has raised awareness of Chinese decision-makers on international standards and EU best practices, and has helped to build mutual trust and confidence.

The EU and China are engaged in a human rights dialogue, which aims at improving the human rights situation by encouraging China to respect and promote human rights and fundamental freedoms and to co-operate with international human rights mechanisms.
