'partnership' means an agreement between a group of institutions and/or organisations in different Programme countries to carry out joint European activities in the fields of education, training, youth and sport or establishing a formal or informal network in a relevant field such as joint learning projects for pupils and their teachers in the form of class exchanges and individual long-term mobility, intensive programmes in higher education and cooperation between regional and local authorities to foster inter-regional, including cross-border, cooperation; it may be extended to institutions and/or organisations from partner countries with a view to strengthening the quality of the partnership.

However, the list of the investment priorities under the different thematic objectives should be adapted to the specific needs of the European territorial cooperation goal, by providing for additional investment priorities allowing in particular for the continuation under cross-border cooperation of legal and administrative cooperation, cooperation between citizens and institutions, and of cooperation in the fields of employment, training, integration of communities and social inclusion in a cross-border perspective, and by the development and coordination of macro-regional and sea-basin strategies under transnational cooperation.
Cependant, il convient d'adapter la liste des priorités d'investissement au titre des différents objectifs thématiques aux besoins spécifiques de l'objectif "Coopération territoriale européenne", en prévoyant des priorités d'investissement supplémentaires permettant en particulier que se poursuivent, dans le contexte de la coopération transfrontalière, la coopération juridique et administrative, la coopération entre les citoyens et les institutions, et la coopération dans les domaines de l'emploi, de la formation, de l'intégration des communautés et de l'inclusion sociale dans une perspective transfrontalière, et en élaborant et en coordonnant des stratégies macrorégionales et des stratégies de bassin maritime au titre de la coopération transnationale.

Over the 40 years since its creation, the Advisory Committee on Vocational Training has provided the Commission with opinions on vocational training issues, including Commission communications and other strategic documents, specific undertakings such as the establishment of the European Centre for the Development of Vocational Training, and the preparation, evaluation and optimisation of Community action programmes in the field of vocational training.

(2) Over the forty years since its creation, the Advisory Committee on Vocational Training provided the Commission with opinions on vocational training issues, including opinions on communications and other strategic documents, on specific undertakings such as the establishment of the European Centre for the Development of Vocational Training, and on the preparation, evaluation and optimisation of Community action programmes in the field of vocational training.

Despite this criticism of the communication from the Commission, the rapporteur agrees with the Commission that support for the business sector in third countries should concentrate on certain sectors and approaches: these particularly include improving the preconditions for political dialogue, good governance, institution-building and advice, as well as, in practical terms, promoting SMUs and cooperatives by means of consultancy in the fields of services, training, business modernisation, and promotion of micro-enterprises, particularly by facilitating access to public goods and loans.
En dépit de cette critique à l’encontre de la communication de la Commission, le rapporteur avalise sa démarche en ce qu'elle vise à concentrer le soutien au secteur des entreprises dans les pays tiers sur certains domaines et certaines approches, en particulier l’amélioration des conditions cadres du dialogue politique, d’une gouvernance responsable et de la mise en place d’institutions et de conseils, ainsi que, concrètement, l’appui aux PME et aux formes coopératives d’entreprise grâce aux conseils en matière de services, de qualifications, de modernisation des entreprises et de promotion des micro-entreprises, particulièrement en facilitant l’accès aux biens publics et aux crédits.

The Commission shall ensure that the measures implemented under this Decision and the other relevant Community programmes and initiatives (in particular the social inclusion programme and the programme to combat discrimination, the Framework programme on equal opportunities, the Framework programme for research, technological development and demonstration activities, actions by the European Social Fund, the Community programmes in the field of vocational training and the activities of the main decentralised agencies ) are consistent with each other and complementary.
La Commission veille à ce qu'il y ait une cohérence et une complémentarité entre les mesures mises en œuvre dans le cadre de la présente décision et les autres programmes et initiatives communautaires pertinents, notamment les programmes d'inclusion sociale et de lutte contre les discriminations, le programme-cadre relatif à l'égalité des chances, le programme-cadre pour des actions de recherche, de développement technologique et de démonstration, les interventions du Fonds social européen, les programmes communautaires dans le domaine de la formation et du perfectionnement professionnels ainsi que les activités des agences décentralisées compétentes .

Calls on the Commission, therefore, to propose as soon as possible a measure to improve coordination of these programmes in order to render them more practical and effective and to support, in the Member States and in university and other institutions, initiatives to promote the training of jurists in the field of Community law;
