IN-CONTEXT TRANSLATIONS

Continuing the approach put in place by the 1988 and 1993 Inter-institutional Agreements on budgetary discipline, the three institutions have undertaken, in the new Interinstitutional Agreement, to consider budgetary objectives contained in the financial perspective for each of the major categories of expenditure as strict spending ceilings.

Notes, however, that the progress made as regards cooperation on the application of Swiss and EU competition laws should not conceal the urgent need for a comprehensive institutional agreement between Switzerland and the EU guaranteeing the uniform interpretation, monitoring and application of their bilateral agreements; calls on the Commission, in this connection, to rapidly conclude and submit to Parliament a comprehensive institutional agreement between Switzerland and the EU in order to ensure the effectiveness of this agreement;

The Parliament is also duly and timely informed on the provisional application in line with the inter-institutional agreements reached since the Lisbon Treaty entered into force. The agreement was already concluded in 2008, when the Lisbon Treaty did not apply.

Calls for an inter-institutional agreement on the principles and working methods governing proposals for future EU substantive criminal law provisions and invites the Commission and the Council to establish an inter-institutional working group in which these institutions and Parliament can draw up such an agreement and discuss general matters, where appropriate consulting independent experts, with a view to ensuring coherence in EU criminal law;

12. Calls on the EU institutions to ensure improved transparency in relation to comitology procedures, as well as to first-reading agreements negotiated between EU institutions in co-decision procedures (so-called "trilogues"), to make sure that inter-institutional agreements are fully in line with the duties of publicity, transparency and openness in legislative procedures, involving a parliamentary assembly that has a statutory duty to hold meetings in public and to publish the documents examined;
12. invite les institutions de l'Union à améliorer la transparence des procédures de comitologie, ainsi que des accords négociés en première lecture entre les institutions dans le cadre des procédures de codécision (les "trilogues"), afin de garantir que ces accords interinstitutionnels soient pleinement conformes aux exigences de publicité, de transparence et d'ouverture des procédures législatives, avec la participation d'une assemblée parlementaire tenue de se réunir publiquement et de rendre publics les documents qu'elle examine;
