The Commission shall be empowered to adopt delegated acts in accordance with Article 98, amending Section 1 of Annex IV on measures to manage the risks of quarantine pests, as regards the measures targeting prevention and elimination of infestation of cultivated and wild plants, measures targeting consignments of plants, plant products and other objects, measures targeting other pathways for quarantine pests, and amending Section 2 of that Annex on principles for the management of the risks of pests, as regards principles for the management of the risks of pests, taking into account the developments of technical and scientific knowledge as well as International Standards for Phytosanitary Measures (ISPMs), agreed under the International Plant Protection Convention (IPPC) .

Welcomes the creation in January 2008 of the International Commission Against Impunity in Guatemala (ICAIG), since this offers a valuable opportunity for Guatemala, with the support of the international community, to resume progress on the path to establishing democracy, the rule of law and the protection of human rights; sees the ICIAG as an example to be followed by all countries affected by impunity; regrets the absence, five months after their launch, of any results of the investigations owing to obstruction from certain sections of the legal apparatus; stresses that the EU must uphold the ICAIG as an example of biregional institutional cooperation;

Welcomes the Commission's Communication on Kaliningrad (COM(2001) 26 ) and the subsequent discussions on Kaliningrad, not least under the framework of the Action Plan for the Northern Dimension, in the external and cross-border policies of the European Union 2000-2003, which together recognise the "unique part” that Kaliningrad plays in the strategic trilateral relationship between the EU, the applicant countries (notably Poland and Lithuania) and Russia; regrets however that the Council has yet to announce the adoption of more concrete measures, especially with regard to the four priority issues (movement of goods, movement of people, environmental protection and energy supplies) and urges the Council to propose early progress on the upgrading of the relevant sections of the Pan-European Transport Corridors I (Gdansk-Kaliningrad-Riga) and IX. B (Kaliningrad-Vilnius-Minsk) as a first step in resolving these issues; notes that Kaliningrad is an important trade crossroads and that practically no action is being taken to modernise the relevant section of Transport corridor 1; stresses that if the Corridor is to be fully modernised to encompass Kaliningrad and ensure efficient international trade and free movement of goods, the EU will have to contribute towards the cost of modernisation;
