TRADUCTIONS EN CONTEXTE

In order to ensure completeness of the Union's inventory in accordance with the guidelines for preparing the national greenhouse gas inventories it is necessary to provide for the methodologies and the data to be used by the Commission when, in consultation and close cooperation with the Member State concerned, preparing estimates for data missing from a Member State inventory pursuant to Article 9(2) of Regulation (EU) No 525/2013.
Afin d'assurer l'exhaustivité de l'inventaire de l'Union en conformité avec les lignes directrices pour la préparation des inventaires nationaux des gaz à effet de serre, il est nécessaire de prévoir les méthodologies et les données à utiliser par la Commission lors de la préparation, en consultation et en étroite coopération avec l'État membre concerné, des estimations relatives aux données manquantes dans l'inventaire de l'État membre, conformément à l'article 9, paragraphe 2, du règlement (UE) no 525/2013.

1. The Union greenhouse gas inventory is the sum of Member States' greenhouse gas emissions from sources and removals by sinks for the territory of the European Union in accordance with Article 52 of the Treaty on European Union and is established on the basis of the Member States' greenhouse gas inventories, as reported pursuant to Article 7 of Regulation (EU) No 525/2013, for the complete time series of inventory years.

L'inventaire des gaz à effet de serre de l'Union est la somme des émissions de gaz à effet de serre par les sources et des absorptions par les puits des États membres sur le territoire de l'Union européenne visé à l'article 52 du traité sur l'Union européenne et est établi sur la base des inventaires des gaz à effet de serre des États membres, tels que déclarés en application de l'article 7 du règlement (UE) no 525/2013, pour la série chronologique complète des années d'inventaire.

2. This Regulation lays down rules on the requirements for a Union inventory system, further specifying rules on the preparation and administration of the Union greenhouse gas inventory including rules on cooperation with the Member States during the annual reporting process and the United Nations Framework Convention on Climate Change (UNFCCC) inventory review.

Le présent règlement établit les règles concernant les exigences applicables à un système d'inventaire de l'Union, en précisant les règles relatives à la préparation et à la gestion de l'inventaire des gaz à effet de serre de l'Union, y compris les règles de coopération avec les États membres au cours du processus de déclaration annuelle et de l'examen des inventaires au titre de la convention-cadre des Nations unies sur les changements climatiques (CCNUCC).

9. Notes with concern that according to the Court of Auditors’ annual audit report, although the Financial Regulation and the corresponding implementing rules provide for a physical inventory of fixed assets at least every three years, this was not respected and the Agency did not carry out a comprehensive physical inventory in 2012, following the physical inventory of 2009; acknowledges that it would have been either very difficult or even counterproductive to carry out an inventory in 2012 because the inventory management module of the integrated budget and accounting platform, supported by the Commission (DG BUDG), has only been in place since that same year; acknowledges that this issue has been addressed with the new system in 2013;

‘competent inventory authorities’ means authorities entrusted under a national inventory system with the task of compiling the greenhouse gas inventory.

11. Acknowledges from the Court of Auditors' report that the results of the latest physical inventory carried out in 2011 show several shortcomings, notably as regards the low proportion of Information and Communication Technology (ICT) assets checked in terms of value; notes, moreover, that no formal policy on the inventory of fixed assets is in place; calls on the Agency to inform the discharge authority of the actions taken to implement a formal policy on the inventory of fixed assets;
11. reconnaît que, selon le rapport de la Cour des comptes, le dernier inventaire physique dressé en 2011 révèle plusieurs manquements, notamment la faible proportion d'actifs TIC dont la valeur a été vérifiée; souligne, en outre, qu'aucune politique formelle en matière d'inventaire d'immobilisations n'est en place; invite l'Agence à informer l'autorité de décharge des mesures prises afin de mettre en œuvre une politique formelle en matière d'inventaire d'immobilisations;

Where the obligation under paragraph 1 results in different entries on the inventory for the same substance, the notifiers and registrants shall make every effort to come to an agreed entry to be included in the inventory. If no such an agreement can be found, the Agency shall establish the entry, at a fee set accordingly.

Member States shall ensure that an inventory of closed waste facilities, including abandoned sites , located on their territory which cause serious negative environmental impacts or have the potential of becoming in the medium or short term a serious threat to human health or the environment is drawn up and periodically updated. Such an inventory, to be made available to the public, shall be carried out by .

2. The Commission shall, in accordance with the procedure referred to in Article 9(2), and taking into account the national systems of the Member States, adopt by 30 June 2006 at the latest, a Community inventory system for ensuring the accuracy, comparability, consistency, completeness and timeliness of national inventories with regard to the Community greenhouse gas inventory.
