P. whereas one year after the Israeli military operation ‘Protective Edge’ against Gaza, which resulted in the death of over 2 100 Palestinians and 66 Israelis (including respectively 1 462 and 5 civilians), the parties have failed to abide by their duty to conduct genuine investigations into alleged violations and to prosecute those responsible; whereas the UN Commission of Inquiry into this operation concluded in June 2015 that both Israel and Hamas had committed war crimes and that the devastation in the territory was unprecedented; whereas Israel refused to cooperate with this Commission of Inquiry and denied its access to Gaza;
P. considérant qu'un an après l'opération militaire israélienne contre la bande de Gaza intitulée "Bordure de protection", qui a causé la mort de plus de 2 100 Palestiniens et 66 Israéliens (dont 1 462 civils palestiniens et 5 civils israéliens), les deux camps n'ont pas satisfait à leur devoir consistant à mener de vraies enquêtes sur les violations présumées et à traduire en justice leurs auteurs; que la commission d'enquête des Nations unies sur cette opération a conclu en juin 2015 qu'aussi bien Israël que le Hamas s'étaient rendus coupables de crimes de guerre et que la dévastation du territoire avait atteint un niveau sans précédent; qu'Israël a refusé de coopérer avec ladite commission d'enquête et lui a refusé l'accès à Gaza;

15. Notes that pursuant to the procedures provided for under the Technical Arrangement currently in force between the EU and Israel, on the one hand, and between EFTA and Israel, on the other, Israel's customs authorities and exporters already make a distinction between production operations carried out in Israeli settlements in the Occupied Territories and production carried out in the internationally-recognised territory of the State of Israel; notes that these procedures do not provide for the communication of the outcome of the distinctions made by Israel's authorities and exporters so as to enable the EU customs authorities to apply the same distinctions correctly, simply and efficiently; calls on the Commission to work together with the customs authorities of the Member States to find a solution aimed at turning this technical arrangement into a simple, efficient and reliable mechanism;
15. fait observer que, conformément aux procédures prévues au titre de l'arrangement technique actuellement en vigueur entre, d'une part, l'Union et Israël, et entre, d'autre part, l'AELE et Israël, les autorités douanières israéliennes et les importateurs font déjà la distinction entre les opérations de production se déroulant dans les colonies israéliennes établies sur les territoires occupés et celles se déroulant sur le territoire de l'État d'Israël, reconnu par la communauté internationale; déplore que ces procédures ne prévoient pas la communication du résultat des distinctions opérées par les autorités israéliennes et les exportateurs, afin de permettre aux autorités douanières de l'Union d'effectuer la même distinction dans un esprit d'exactitude, de simplicité et d'efficacité; appelle la Commission à coopérer avec les autorités douanières des États membres pour trouver une solution visant à faire de cet arrangement technique un mécanisme simple, efficace et fiable;

Question No. 150 Mr. Peter Julian: With respect to Canada’s humanitarian, reconstruction and foreign aid to the Palestinian people living in the occupied Palestinian territories: (a) what is the current status of the $300 million in foreign aid originally pledged in 2006 and re-pledged March 3, 2009 in Sharm el Sheikh, Egypt; (b) what progress was made on delivering these funds in the interim period between its original pledge and its re-pledge; (c) what are the delivery mechanisms for this aid and what department is responsible for the file; (d) what are the terms of reference for this file, and what are the timelines for delivery; (e) what proportion of these funds have been earmarked for Gaza and what are the proportions for each (i) reconstruction, (ii) humanitarian aid; (f) given the lack of construction materials within Gaza and the constrained flow of material into Gaza, what provisions have been made to ensure reconstruction; (g) what discussions, if any, have taken place with the Government of Israel to ensure protection of Canada’s investment in Gazan infrastructure; (h) what proportion of the $300 million has been earmarked for the operational budget of the Fatah-led Palestinian National Authority (PA), based in Ramallah, West Bank and what aspects of the PA’s budget will benefit from these funds; (i) given the PA’s inability to operate in Gaza, what operational caveats were placed on those portions of the $300 million earmarked for Gaza to ensure delivery; (j) what is the current status of the $4 million announced by the Government of Canada on January 7, 2009 for humanitarian aid at the height of Israel’s military operation on Gaza, to be divided between the United Nations Relief and Works Agency for Palestinians in the Near East and the International Committee of the Red Cross and the Red Crescent; (k) what commitments, if any, were made to deliver these funds in a timely manner to the people for whom they were allocated and how did they help ...
