H. whereas Boko Haram is a growing threat for the stability of Nigeria, West-Africa and the Sahel region; whereas the violence instigated by this Islamist jihadi extremist organisation has caused since 2009 more than 15 000 deaths, with more than 7 300 in 2014 alone and more than 1 000 civilians killed since the beginning of this year; whereas the organisation indiscriminately targets Christians, moderate Muslims, government personnel and institutions and in fact anyone who does not adhere to their dogmatic and extreme beliefs;
H. considérant que Boko Haram représente une menace croissante pour la stabilité du Nigeria, de l'Afrique occidentale et de la région du Sahel; que la violence fomentée par cette organisation islamiste djihadiste radicale a provoqué la mort de plus de 15 000 personnes depuis 2009, dont plus de 7 300 rien qu'en 2014 et plus de 1 000 civils depuis début 2015; que l'organisation s'en prend indifféremment aux chrétiens, aux musulmans modérés, au personnel des pouvoirs publics et aux institutions et, en fait, à toute personne qui n'adhère pas à ses convictions dogmatiques et extrémistes;

A. considérant que Boko Haram représente une menace croissante pour la stabilité du Nigeria, de l'Afrique occidentale et de la région du Sahel; que les violences perpétrées par cette organisation extrémiste, islamiste et djihadiste ont entraîné la mort de plusieurs milliers de personnes au cours des dix dernières années; que l'organisation s'en prend indifféremment aux chrétiens, aux musulmans modérés, au personnel des pouvoirs publics et aux institutions, et en fait à toute personne qui n'adhère pas à ses convictions dogmatiques et extrémistes;

108. Expresses concern that the poverty in the Tindouf camps, coupled with the absence of long-term prospects for many refugees, leaves them vulnerable to radicalisation along religious fundamentalist lines; points to the danger of young people being recruited by criminal or terrorist organisations and draws attention to the region’s porous borders, which risk facilitating deeper infiltration of the camps by jihadi groups from northern Mali and elsewhere; condemns the kidnapping of three European aid workers from the Rabouni camp in October 2011; stresses, therefore, the paramount importance of ensuring the safety and security of the camps; calls on the Algerian authorities to act upon its responsibility to alleviate the human rights situation in Tindouf camps; expresses full support for the UNHCR programme aimed at fostering confidence-building by facilitating family exchanges between Tindouf and Western Sahara;
108. exprime son inquiétude en constatant que la pauvreté dans les camps de Tindouf, associée à une absence de perspectives à long terme pour bon nombre de réfugiés, rend ces derniers vulnérables face à la radicalisation du fondamentalisme religieux; rappelle le danger lié au recrutement de jeunes dans les réseaux criminels ou terroristes, et attire l'attention sur la perméabilité des frontières, qui risque de faciliter l'infiltration des camps par les groupes djihadistes du nord du Mali et d'ailleurs; condamne l'enlèvement de trois travailleurs humanitaires européens dans le camp de Rabouni en octobre 2011; insiste dès lors sur l'importance capitale de garantir la sécurité et la sûreté des camps; demande aux autorités algériennes d'assumer leurs responsabilités pour améliorer la situation des droits de l'homme dans les camps de Tindouf; soutient sans réserve le programme du HCR visant à favoriser le rétablissement de la confiance en facilitant les échanges familiaux entre Tindouf et le Sahara occidental;

2. Notes that the situation of human rights in the Sahel has acquired greater international prominence as a result of the armed conflict in Mali and the intervention by the French, African and UN forces; acknowledges that this conflict has created specific problems in that country, as well as exacerbating structural challenges already present in Mali and elsewhere in the region, such as in Libya; stresses, however, that the immediate concerns in Mali should not deflect attention from the chronic and pervasive problems that seriously impact on human rights in the rest of the Sahel, in particular, organised crime, slavery and human trafficking, arms and drug trafficking, jihadi extremism and radicalisation, fragile governance and institutional corruption, systemic and debilitating poverty, child soldiers and discrimination against women;
2. observe que la situation des droits de l'homme dans la région du Sahel a acquis une plus grande visibilité au niveau international à la suite du conflit armé au Mali et des interventions armées française, africaine et des Nations unies; reconnaît que ce conflit a généré des problèmes particuliers dans le pays et exacerbé les problèmes structurels déjà présents au Mali et ailleurs dans la région, comme en Libye; souligne toutefois que les préoccupations immédiates au Mali ne doivent pas détourner l'attention des problèmes chroniques et omniprésents qui sapent les droits de l'homme dans le reste du Sahel, notamment la criminalité organisée, l'esclavage et la traite des êtres humains, le trafic d'armes et de drogue, l'extrémisme et la radicalisation des djihadistes, la fragilité de la gouvernance, la corruption institutionnelle et la pauvreté systémique et fragilisante, les enfants soldats et les discriminations à l'encontre des femmes;
