[82] The legislative package, adopted on 24 October 2003, consists of three proposals: a proposal for a Directive of the European Parliament and the Council on access to justice in environmental matters (COM(2003)624); a proposal for a Regulation of the European Parliament and of the Council on the application of the provisions of the Aarhus Convention on access to information, public participation in decision making and access to justice in environmental matters to EC institutions and bodies (COM(2003)622); a proposal for Council Decision on the conclusion, on behalf of the European Community, of the Convention on access to information, public participation in decision making and access to justice regarding environmental matters (COM(2003)625).

In order to promote access to environmental information under the Convention of the United Nations Economic Commission for Europe on access to information, public participation in decision-making and access to justice in environmental matters (the Aarhus Convention), which was approved on behalf of the Union by Council Decision 2005/370/EC of 17 February 2005 on the conclusion, on behalf of the European Community, of the Convention on access to information, public participation in decision-making and access to justice in environmental matters , the level and quality of information to the public should be improved.
Afin de favoriser l'accès à l'information en matière d'environnement, en vertu de la convention de la Commission économique des Nations unies pour l'Europe sur l'accès à l'information, la participation du public au processus décisionnel et l'accès à la justice en matière d'environnement (ci-après dénommée «convention d'Aarhus»), approuvée au nom de l'Union par la décision 2005/370/CE du Conseil du 17 février 2005 relative à la conclusion, au nom de la Communauté européenne, de la convention sur l'accès à l'information, la participation du public au processus décisionnel et l'accès à la justice en matière d'environnement , il convient de relever le niveau et d'améliorer la qualité des informations destinées au public.

For this reason, he is proposing to ask the Committee on Legal Affairs to examine the appropriateness of referring to the European Court of Justice the Council's practice of merely informing Parliament and submitting a descriptive list of CFSP activities carried out in the previous year, instead of really consulting Parliament at the beginning of each year on the main aspects and basic choices to be made for that year and subsequently reporting to Parliament whether and, if so, how the Parliament's contribution has been taken into account as provided for in Article 21 of the EU Treaty and in the interinstitutional agreement of 6 May 1999.

Furthermore, the rapporteur considers that the operation of joint investigation teams by the Member States should be subject to parliamentary control by the European Parliament and therefore recommends that, in the context of the annual debate on an area of freedom, security and justice, the Council should be requested to inform the Parliament of the operation of joint investigation teams and their effectiveness.
Par ailleurs, le rapporteur estime que le recours des États membres à des équipes communes d'enquête devrait faire l'objet d'un contrôle parlementaire du Parlement européen. C'est la raison pour laquelle il recommande que, dans le contexte du débat annuel sur un espace de liberté, de sécurité et de justice, le Conseil soit invité à informer le Parlement au sujet du fonctionnement des équipes communes d'enquête et de leur efficacité.
