A review of the regular post-transfer inspection reports for all the LAAs indicated that the LAAs continue to maintain an acceptable level of compliance with applicable aerodrome regulations and safety standards.

Economic cooperation At the same time the Commission considers that well-structured and effective economic cooperation between the Community and the LAA developing countries should be promoted. A considerable number of LAA developing countries or regions have a high growth potential, and this calls for closer forms of cooperation.

The Commission also wishes to ensure that LAA cooperation remains consistent with the Community's policies of cooperation with the developing countries in the Mediterranean, the ACP countries and the countries of Central and Eastern Europe. There are currently two distinct approaches to cooperation between the Community and the LAA developing countries: (i) development aid (financial and technical cooperation, humanitarian and food aid) and (ii) economic cooperation (promoting exports and European investments, training, cooperation in the fields of industry, energy, science and technology). 1 COM (90) 176 - 2 - As was shown in the 1976-88 Commission report, these two approaches have not been developed to the same extent.
La Commission cherche, en outre, à maintenir une cohérence et un parallélisme avec les politiques de coopération menées en faveur des PVD de la Méditerranée, des pays ACP et des pays d'Europe Centrale et de l'Est/.---------------- (1) COM (90) 176 - 2 - Les politiques de coopération en vigueur entre la Communauté et les PVD ALA concernent, pour l'essentiel, l'aide au développement (coopération financière et technique, aide humanitaire, aide alimentaire) et la coopération économique (promotion des exportations, promotion des investissements européens, formation, coopération industrielle, énergétique et scientifique et technique). Comme il est ressorti du bilan 1976-1988 préparé par la Commission, ces deux axes sont inégalement développés.

The Commission intends to take action on three levels: (i) to strengthen the scientific and technological potential of the LAA developing countries and facilitate high-level economic and technical dialogue with these countries by speeding up the exchange of information and promoting technology transfers; (ii) to ensure that the economic environment of the LAA developing countries improves and becomes more favourable to investment and development through appropriate institutional and regulatory support measures; (iii) to improve the competitiveness of firms by providing better training (technical, in particular), facilitating technological exchange, improving market access and promoting Community investment in these countries.
La Commission a l'intention d'agir à trois niveaux : - renforcer le potentiel scientifique et technologique des PVD ALA, faciliter le dialogue économique et technologique de haut niveau avec ces pays en accélérant les échanges d'information, et en promouvant le transfert de technologie ; - faire en sorte que l'environnement économique des PVD ALA s'améliore et soit plus favorable à l'investissement et au développement grâce à un appui institutionnel et règlementaire adapté ; - agir au niveau de la compétitivité des entreprises en améliorant la formation, notamment technique, en facilitant les échanges technologiques, en améliorant l'accès aux marchés et en promouvant les investissements européens dans ces pays.

The Commission therefore proposes to modernize and adjust the balance of cooperation with the LAA developing countries along two lines: (i) development aid, which will still be needed and must be made more effective; (ii) economic cooperation, which is of mutual benefit to the Community and the LAA developing countries.
La Commission propose donc de moderniser et de rééquilibrer la coopération avec les PVD ALA autour de deux axes - l'aide au développement, qui reste nécéssaire et qui doit avoir une efficacité renforcée, la coopération économique qui correspond à l'intérêt mutuel de la Commission et des PVD ALA.
