(e) "aquaculture including "vallicoltura" (fish-farming in Italian lagoons) and shellfish-breeding" , means the rearing or cultivation of aquatic organisms using techniques designed to increase the production of the organisms in question beyond the natural capacity of the environment; it should be supported only in so far as it is not detrimental to the environment; the organisms remain the property of a natural or legal person throughout the rearing or culture stage, up to and including harvesting;

Finally, as regards the Mediterranean Sea itself and the coastal lagoons, as well as the wetlands around them, we must seek to ensure greater respect for the environment so that fishing can continue to develop, particularly in the lagoons, such as the Etang de Thau , whose Category A status it is absolutely essential to preserve. Only in this way is it possible to allow the continuation of extensive fishing, constantly taking into account health criteria which correspond to an environment of excellent quality, thereby avoiding any deterioration which would certainly occur if we encouraged only activities taking place out of the water, in particular the cleaning of shellfish.
Enfin, en ce qui concerne la mer Méditerranée proprement dite et les étangs littoraux, ainsi que les zones humides qui la bordent, il faut veiller au plus grand respect de l’environnement afin que la pêche puisse continuer à se développer, notamment dans les étangs, comme l’étang de Thau, dont il est indispensable de conserver le classement en catégorie A. Operations will centre on the following development priorities : - Sustaining and stimulating traditional activities such as "valliculture", which is acknowledged to be important for the preservation of the lagoon environment, and sea-based shellfish farming. - Introducting new forms of fish farming and modern techniques compatible with environmental protection requirements and with potential for diversifying and maximizing production, whilst at the same time offering the opportunity of high earnings and new jobs for the local people.
Les interventions autour desquelles le PIM se concentre sont les suivantes : - maintien et renforcement des activités traditionnelles telle que la "valliculture" -dont on reconnaît l'importance pour la sauvegarde du milieu lagunaire- et la conchyliculture en mer; - introduction de nouvelles formes d'élevage et de techniques modernes compatibles avec les exigences de défense environnementale, susceptibles de diversifier et de maximaliser les productions en créant des possibilités accrues de revenus ainsi que d'emplois en faveur des populations locales.

The aim of this Programme is to exploit the potential of the lagoon environment for the development of aquaculture, which is vital to the economies of the IMP areas concerned.
Ce projet de PIM vise à développer les possibilités offertes par le milieu lagunaire afin de valoriser l'aquaculture dont l'intérêt économique pour les zones PIM concernées est fondamental.

It will also help raise the awareness of, and train, the inhabitants of the atolls - particularly the pearl growers - about the different aspects of protecting the lagoon environment.
