I'll introduce our guests for this portion of our meeting: Nelson Leon, the chief of Adams Lake Indian Band; Karin Hunt from the Prince George Nechako Aboriginal Employment and Training Association; and from Métis Nation British Columbia, Colleen Hodgson.

Belgium has notified the Commission that the source of national pre-financing or co-funding are the Flemish Service for Employment and Vocational Training (VDAB), the National Employment Service (RVA), the Provincial Government of Limburg, the City of Genk, the Employment and Training Fund for the Limburg Metalworking Industry (FTML), the Limburg Institute for the Training of Employees in the Metalworking Industry (LIMOB), the Training centre Syntra and Ford.

In order to ensure the full alignment of the ESF with the objectives of this strategy, particularly as regards employment, education, training and the fight against social exclusion, poverty and discrimination, the ESF should support Member States taking account of the relevant Integrated Guidelines and relevant country-specific recommendations adopted in accordance with Article 121(2) and Article 148(4) TFEU and where appropriate at national level, the National Reform Programme underpinned by national employment strategies, the National Social Reports, the National Roma Integration Strategies and national disability strategies .

32. Encourages the Commission and the Member States to develop clear quality standards and indicators regarding the development of national Youth Guarantee schemes, as well as to boost their support for all actors essential to delivering Youth Guarantee schemes, such as national social partners, local and regional authorities, employment services and education and training authorities; calls for Youth Guarantee schemes to be facilitated through financial incentives, including incentives in public procurement, and funding for on-site training, which will support enterprises in making high-quality sustainable employment and training offers which will represent an effective and targeted investment in young people’s potential ; stresses that enterprises have a particular responsibility to make such offers available;
32. encourage la Commission et les États membres à mettre au point des normes de qualité et des indices clairs sur la mise en place des dispositifs au titre de la Garantie pour la jeunesse, ainsi qu'à renforcer leur soutien à tous les acteurs indispensables à leur mise en œuvre, comme les partenaires sociaux à l'échelon national, les autorités locales ou régionales, les services de l'emploi et les autorités en matière d'enseignement et de formation; demande de faciliter, par des incitations financières les dispositifs de garantie pour la jeunesse, y compris par des incitations en matière de marchés publics et le financement de la formation sur les lieux de travail, ce qui soutiendra les entreprises dans leurs efforts pour proposer des offres d'emploi et de formation de grande qualité et durables, et permettra d'investir, de manière efficace et ciblée, dans le potentiel des jeunes; souligne la responsabilité particulière qui incombe aux entreprises pour proposer des offres de ce type;

5. Fully supports the rights-based approach to employment promoted in the draft text of the convention and recommendation; acknowledges the focus on creating decent work for domestic workers, and supports the definition of domestic worker set out in the convention; welcomes the fact that the convention clearly states that every worker covered by this definition has a right to be dealt with in a manner consistent with core labour standards, social security, non-discrimination and equal treatment whilst seeking or whilst in employment, protection against abusive practices by employment agencies, training and career development, health and safety protection, maternity protection and provisions on working/rest time, protection against abuses and harassment, freedom of association and representation, collective bargaining, collective action and lifelong learning; supports the fact that the convention calls for a minimum employment age and the elimination of gender and ethnic pay gaps;

The National Innovative Strategy, jointly administered by HRD and Industry Canada, is planning to fund a national employment and training website for Aboriginal professionals and those who already have an education, mostly at the post-secondary level.
