Underlines the need to support mechanisms which will allow for the proper and transparent distribution and management of oil revenues; calls on the South-Sudanese authorities and the National Legislative Assembly, as well as international partners and companies present in South Sudan to contribute to greater transparency in the generation and use of those revenues; welcomes the recent passing of the Petroleum Revenue Management Bill by the National Legislative Assembly; calls for the quick adoption into law by the President and quick implementation of all modalities of the Act;

Article 8 of Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services, as amended by Directive 98/48/EC of the European Parliament and of the Council of 20 July 1998, read in conjunction with Article 10(1), final indent, of that directive, must be interpreted as not requiring notification of draft national legislation which obliges petroleum companies placing petrol and/or diesel fuels on the market also to place on the market, in the same calendar year, certain percentages of biofuels, where, after having been notified pursuant to the first subparagraph of Article 8(1), the draft was amended to take account of the Commission’s observations on it, and the amended draft was then communicated to the Commission.

The project is owned by a consortium made up of the following: 40% by the Chinese National Petroleum Company; 30% by PETRONAS, a Malaysian oil company; 25% by Arakis; 5% by a Sudanese crown corporation. Other international oil companies also have made arrangements to explore for oil in Sudan, including Red Sea Oil and International Petroleum Corporation, both Canadian companies, and I believe there are more.
