Again let me list some of the examples of initiatives in health care that the NDP voted against: suicide prevention research; personalized medical care; autism research initiatives; consumer products safety initiatives; health products initiatives; Telehealth; addictions programs; first nations health infrastructure; first nations health initiatives; and the list goes on.

I congratulate the rapporteur because she cooperated with the political groups, reached a consensus within the Council and managed to include in the recitals one of my amendments referring to the utilisation of the work of both the European Agency for Safety and Health at Work (Bilbao) and the European Foundation for the Improvement of Living and Working Conditions (Dublin), in the context of the results from the evaluation of national policies on health and safety at work.
Je félicite le rapporteur, parce qu’elle a coopéré avec les groupes politiques, qu’elle a obtenu un consensus au sein du Conseil et qu’elle est parvenue à inclure dans les considérants un de mes amendements faisant référence à l’utilisation du travail de l’agence européenne pour la santé et la sécurité au travail (Bilbao) et de la fondation européenne pour l’amélioration des conditions de vie et de travail (Dublin), dans le contexte des résultats de l’évaluation des politiques nationales sur la santé et la sécurité au travail.

Concerning Germany, the Commission maintains that some provisions of the framework directive have been incorrectly implemented into national law because there is a graduated approach as regards the employer's obligation to be in possession of an assessment of the risks to safety and health at work. There is an exemption on employers of 10 or fewer workers from the obligation to be in possession of documents containing the results of risk assessment. This derogation runs against two provisions of the framework directive which provide for (a) health and safety representatives to have access to the risk assessment and -therefore jeopardising the overall objective of developing worker participation in health and safety protection and (b) that the documentation prescribed by the directive has to be established in all areas where there are particular hazards at the workplace, and that rules concerning the protection against accidents stipulate certain reporting and documenting requirements.
