(3) In its Resolution of 25 November 2010 entitled ‘Global challenges: taking full benefit of European space systems’, the Council recognised the need for a future space situational awareness (SSA) capability as an activity at European level to develop and exploit existing national and European civil and military assets, and invited the Commission and the Council to propose a governance scheme and data policy that will allow Member States to contribute with their relevant national capabilities in accordance with applicable security requirements and regulations.

The Agency shall also cooperate actively with other bodies such as the European Space Agency, the Organisation for Economic Cooperation and Development (OECD), the Council of Europe and the International Energy Agency as well as the United Nations and its specialised agencies, particularly the United Nations Environment Programme, the World Meteorological Organisation and the International Atomic Energy Authority.

L’Agence coopère aussi activement avec d’autres organismes tels que l’Agence spatiale européenne, l’Organisation de coopération et de développement économiques (OCDE), le Conseil de l’Europe, l’Agence internationale de l’énergie, l’Organisation des Nations unies et ses institutions spécialisées, et notamment le programme des Nations unies pour l’environnement, l’organisation météorologique mondiale et l’Agence internationale de l’énergie atomique.

The individual Member States represented in the ‘Space Council’ will identify in the European Space Policy the rationale for programmes conducted nationally, taking into account the principle of subsidiarity, and propose the part these should play in the overall European Space Programme, where they contribute to its objectives.
