In the view of the Commission's staff, the COPA study errs too much on the negative side for three main reasons: * the method used for the analysis strongly overstates the impact of the GATT agreement; * the scenarios for the economy are particularly pessimistic, have only been tested in a few cases, and are markedly at variance with the results of independent studies; * the technical assumptions made in the COPA analysis give credence to various hypotheses and interpretations, held especially in America, which are the opposite of the Community's view.
Selon les services de la Commission, les conclusions négatives de l'étude du COPA sont excessives pour au moins trois raisons : la méthode d'analyse aboutit à une forte surévaluation de l'impact du GATT; les hypothèses économiques retenues, particulièrement pessimistes s'éloignent de façon marquée des résultats d'études indépendantes; les hypothèses techniques reprises par l'analyse du COPA accréditent certaines thèses et interprétations, qui sont en opposition aux thèses défendues par la Communauté.
