"Conflict prevention, peace and economic opportunities for youth in Kenya" (€2 million) will complement an existing project in Kenya aiming to increase stability in at-risk communities of the Coastal Region and North East areas, and will focus on the provision of sustainable agricultural employment opportunities for vulnerable youth and women.
L'action intitulée «Prévention des conflits, paix et perspectives économiques pour la jeunesse au Kenya» (2 millions d'euros) viendra compléter un projet existant dans ce pays qui vise à accroître la stabilité dans les communautés exposées du littoral et du Nord-est, et consistera essentiellement à fournir des perspectives d'emploi durables dans l'agriculture aux jeunes et aux femmes vulnérables.

5. Underlines, therefore, the urgent need to further encourage reconciliation and improve relationships between communities and also to boost economic and social development in order to consolidate the peace process; highlights, in this regard, support from the EU’s European Regional Development Fund and, in particular, the EUR 150 million for the PEACE Programme to tackle these priority issues in Northern Ireland and the Border Region of Ireland, to the benefit of all, north and south;

Welcomes the first-ever country-wide local elections in Kosovo on 3 November 2013 and in particular the visible voter turnout in Serbian-dominated municipalities to the south of the Ibar river as well as the overall orderly conduct of the local elections in Kosovo, as assessed in the preliminary statement of the EU-EOM as a crucial step towards the formation of the Community of Serbian Municipalities, which is part of the normalisation process; welcomes the efforts which Belgrade and Pristina have invested to ensure that the elections are peaceful and in keeping with democratic norms; strongly condemns the violence and persistent intimidation which occurred in the north Mitrovica and Zvečan municipalities and urges the Serbian authorities to do their utmost to facilitate efforts to bring the perpetrators of violence to justice; notes, in this connection, the Serbian leaders’ pledge that those responsible for the outbreak of violence will be held accountable for their actions; notes that further vigilant efforts are needed to break the organised crime network and its ties to local political elites and to re-establish the rule of law in the north of Kosovo; welcomes the stance taken by Serbian political leaders who have actively encouraged ethnic Serbians in Kosovo to participate in the elections, but notes at the same time that Belgrade should not stifle political pluralism in the Serbian community in Kosovo by campaigning on behalf of any particular party or electoral list;
5. se félicite du tout premier scrutin local organisé dans l'ensemble du Kosovo le 3 novembre 2013 et se réjouit en particulier du taux de participation notable dans les communes à dominante serbe au sud de l'Ibar, ainsi que du bon déroulement global des élections locales au Kosovo, considérées dans la déclaration préliminaire de la MOE-UE comme une étape décisive dans la formation de l'Association des communes serbes, qui s'inscrit dans le cadre du processus de normalisation; salue les efforts consentis par Belgrade et Pristina pour faire en sorte que les élections se déroulent pacifiquement et dans le respect des normes démocratiques; condamne fermement les violences et les intimidations persistantes qui se sont produites dans les communes du nord de Mitrovica et de Zvečan, et invite instamment les autorités serbes à mettre tout en œuvre pour faciliter les initiatives engagées pour traduire en justice les auteurs de violences; constate, à cet égard, que les dirigeants serbes se sont engagés à ce que les responsables des violences répondent de leurs actes; relève qu'il convient de rester vigilant et de déployer des efforts supplémentaires pour briser le réseau de criminalité organisée et les liens qui ont été tissés avec les élites politiques locales et pour rétablir l'état de droit dans le nord du Kosovo; salue la position adoptée par les dirigeants politiques serbes, qui ont activement encouragé les Serbes du Kosovo à participer aux élections, mais fait observer dans le même temps que Belgrade ne doit pas chercher à étouffer le pluralisme politique au sein de la communauté serbe du Kosovo en menant campagne au nom de quelque parti ou liste électorale que ce soit;

Underlines that implementation of the Ahtisaari plan in the north would give Kosovar Serbs broad autonomy, guaranteeing their rights and fundamental freedoms; reiterates that only a negotiated result in the dialogue will bring sustainable solutions, and calls on the Kosovar Government to make every effort to develop and implement an effective outreach strategy to citizens in the north in order to facilitate this; urges the international community to continue its support for the Kosovar Government in finding a long-lasting peaceful resolution of the situation in the north;
20. souligne que la mise en œuvre du plan Ahtisaari dans le nord du Kosovo confèrerait une large autonomie aux Serbes kosovars, en garantissant leurs droits et leurs libertés fondamentales; rappelle que seule une solution négociée dans le cadre du dialogue permettra d'obtenir des résultats durables et appelle le gouvernement kosovar à placer tous ses efforts dans l'élaboration et la mise en œuvre d'une stratégie efficace d'ouverture aux citoyens dans le nord du pays afin de faciliter le dialogue; invite la communauté internationale à continuer de soutenir le gouvernement kosovar dans la recherche d'une solution durable et pacifique de la situation au nord;

Stresses that in the wake of participation by the European Union and international community in achieving the north-south agreement in Sudan it is now essential to continue all efforts with a view to its implementation and to keep up the necessary pressure; calls on the Council and the international community, therefore, to step up their support for implementation of the north-south Comprehensive Peace Agreement in Sudan and to secure the full deployment of the UN-AU Mission in Darfur (UNAMID);
