(1) Regulation (EU) No 1236/2010 of the European Parliament and of the Council implements in Union law the provisions of the Scheme of control and enforcement ('the Scheme') established by a recommendation adopted by the North-East Atlantic Fisheries Commission (NEAFC) at its annual meeting on 15 November 2006, and subsequently amended by several recommendations at its annual meetings in November 2007, November 2008 and November 2009.

In the North East Atlantic Fisheries Commission (NEAFC) area, the existing rules on fishing permits, designated ports and data collection continue to apply, as well as the increased observer coverage of 20 %.

The Union has acceded to the following instruments, establishing regional organisations, whose activities are also covered by the Agency’s objectives: the Convention on the Protection of the Marine Environment of the Baltic Sea Area (Helsinki Convention as revised in 1992) ; the Convention for the Protection of the Mediterranean Sea against Pollution (Barcelona Convention) , and its 1995 revision and to a number of protocols thereto; the Agreement for cooperation in dealing with pollution of the North Sea by oil and other harmful substances (Bonn Agreement) ; the Convention for the protection of the marine environment of the North-East Atlantic (OSPAR Convention) ; the Cooperation Agreement for the protection of the coasts and waters of the north-east Atlantic against pollution, signed on 17 October 1990 (Lisbon Agreement) , with the Additional Protocol thereto, signed on 20 May 2008, which have not yet entered into force .
L'Union a adhéré aux instruments suivants, qui établissent des organisations régionales, dont les activités sont également couvertes par les objectifs de l'Agence: la convention sur la protection de l'environnement marin de la zone de la mer Baltique (convention d'Helsinki révisée de 1992) ; la convention pour la protection de la mer Méditerranée contre la pollution (convention de Barcelone) et sa révision de 1995 et un certain nombre de ses protocoles; l'accord concernant la coopération en matière de lutte contre la pollution de la mer du Nord par les hydrocarbures et autres substances dangereuses (accord de Bonn) ; la convention pour la protection du milieu marin de l'Atlantique du Nord-Est (convention OSPAR) ; l'accord de coopération pour la protection des côtes et des eaux de l'Atlantique du Nord-Est contre la pollution, signé le 17 octobre 1990 (accord de Lisbonne) , ainsi que son protocole additionnel, signé le 20 mai 2008, qui ne sont pas encore entrés en vigueur .

The Convention established a regional fisheries management organisation, the North-East Atlantic Fisheries Commission (NEAFC), with the aim of promoting the conservation and optimum utilisation of fisheries resources of the North-East Atlantic within a framework appropriate to the regime of extended coastal state jurisdiction over fisheries, and accordingly of encouraging international cooperation and consultations with respect to resources.
La convention a établi une organisation régionale de gestion des pêches, la Commission des pêches de l'Atlantique du Nord-Est (CPANE), dont l'objectif est de promouvoir la conservation et l'utilisation optimale des ressources halieutiques de l'Atlantique du Nord-Est dans un cadre conforme au régime d'extension de la juridiction de l'État côtier sur les pêches, et d'encourager en conséquence la coopération et la consultation internationales à l'égard desdites ressources.

Concerning current negotiations taking place on quota allocation of blue whiting, in particular, between the coastal states in the North-East Atlantic Ocean but also in the framework of the North-East Atlantic Fisheries Commission (NEAFC), the Commission will adopt a realistic and firm position in the defence of the interest of the Community as a whole.
En ce qui concerne les négociations sur l'allocation des quotas de merlans bleus, en particulier entre les États côtiers du Nord-Est de l'Atlantique mais également dans le cadre de la Commission des pêcheries de l'Atlantique Nord-Est (CPANE), la Commission adoptera une position ferme et réaliste dans la défense des intérêts de la Communauté dans son ensemble.

– (DE) Mr President, there was a report in the newspaper recently – and we examined it in the Fisheries Committee – about the cod catch in the North-East Atlantic and a bilateral agreement between Russia and Norway, two States which – together with other States such as Iceland, Poland and those of the European Union – are equal contracting parties in the North-East Atlantic Fisheries Commission.
