That Directive reflects the provisions of the main international instruments in the field of nuclear safety, namely the Convention on Nuclear Safety , as well as the Safety Fundamentals established by the International Atomic Energy Agency (‘IAEA’).

The Instrument for Nuclear Safety Cooperation, established by Council Regulation (Euratom) No 300/2007 (2), constitutes one of the instruments providing direct support for the external policies of the European Union and the European Atomic Energy Community.
L'instrument relatif à la coopération en matière de sûreté nucléaire institué par le règlement (EURATOM) no 300/2007 (2), est l'un des instruments de soutien direct aux politiques extérieures de l'Union européenne et de la Communauté européenne de l'énergie atomique.

1. Community cooperation under this Regulation shall be implemented on the basis of a general multiannual strategy paper for the Instrument for Nuclear Safety Cooperation.

In actively contributing to the development of such an initiative, the European Union could make full use of available Euratom[30] and other Community instruments such as the Instrument for Stability and the Instrument for Nuclear Safety and should take into account both the provisions of international agreements, the Euratom Treaty and the good functioning of the European nuclear market.
En s'employant activement à faire progresser cette action, l'Union européenne pourrait mettre pleinement à profit les instruments d'Euratom[30] et les autres instruments communautaires disponibles (l'instrument de stabilité et l’instrument en matière de sûreté nucléaire, par exemple) et devrait tenir compte des dispositions des accords internationaux, du traité Euratom et du bon fonctionnement du marché nucléaire européen.

In this framework, the revised legislative proposal builds on: a) the technical work of the Western European Nuclear Regulators Association (WENRA) completed in 2006 for existing nuclear installations, with the participation of all European nuclear safety regulators; b) the principle that only strong and independent regulators can ensure the continued safe operation of the nuclear power plants in the EU; c) enshrining in the Community legislation the principles of the main international instruments available, namely the Convention on Nuclear Safety (CNS)[2], concluded under the auspices of the International Atomic Energy Agency (IAEA), and the safety work carried out by the IAEA[3].
Dans ce cadre, la proposition révisée s'appuie sur les éléments suivants: a) les travaux techniques que l’association des autorités de sûreté nucléaire d’Europe de l’Ouest (WENRA) a achevé en 2006 en ce qui concerne les installations existantes, avec la participation de tous les régulateurs européens en matière de sûreté nucléaire; b) le principe selon lequel seuls des régulateurs indépendants et forts peut garantir l'exploitation sûre des installations électronucléaires dans l'UE; c) l'inscription dans la législation communautaire des principes établis par les principaux instruments internationaux existants, à savoir les obligations résultant de la convention sur la sûreté nucléaire (CSN)[2], conclue sous l'égide de l'Agence internationale de l'énergie atomique (AIEA), et les travaux relatifs à la sûreté réalisés par l'Agence internationale de l'énergie atomique[3].

The present Regulation is a complementary instrument aimed at supporting the promotion of a high level of nuclear safety, radiation protection and the application of efficient and effective safeguards of nuclear material in third countries.
Le présent règlement est un instrument complémentaire destiné à soutenir la promotion d'une sûreté nucléaire et d'une protection contre les radiations de haut niveau et l'application de contrôles de sécurité effectifs et efficaces des matières nucléaires dans les pays tiers.

In order to ensure the effective implementation of the Instrument for nuclear safety cooperation, this Regulation should apply from 1 January 2007,
