Recalls that the Lisbon Treaty defines the principles of democratic governance of the EU, one of which is participatory democracy; notes that, apart from the citizen’s initiative, the use of state-of-the-art digital technologies has enormous potential to enhance the involvement and engagement of citizens and civil society in the political process and public decision-making;
