Mr. Monte Solberg: One of the concerns a lot of people have is that this fund over a period of time is supposed to run a surplus, so that in the event of an economic downturn, there will be some funds available to pay out, the government won't have to turn around and raise premiums for those people who are still working or raid general revenues to supply workers with benefits.
