The untapped potential of an EU single market in electronic communications is estimated at up to 0.9% GDP, or €110 billion per year.[4] The benefits from a single market for business communication services alone amount to almost €90 billion per year.[5]

External evaluations have stressed that the horizontal role in the delivery of European business support services should be strengthened, including by optimising the cooperation between existing services and help desks with a view to creating a ‘one-stop shop’ on the basis of a ‘no wrong door’ commitment. This concerns the dissemination of information on Community programmes and the promotion of the participation of SMEs in those programmes, in particular SMEs' participation in the Seventh Framework RTD Programme.

1. The CDE shall promote a business environment which is conducive to private sector development and support the implementation of private sector development strategies in the ACP countries by providing non-financial services, including consultancy services, to ACP companies and businesses and support to joint initiatives set up by economic operators of the Community and of the ACP States.

Le CDE promeut un environnement d'affaires propice au développement du secteur privé et soutient la mise en œuvre des stratégies de développement du secteur privé dans les pays ACP en offrant des services non financiers, notamment des services de conseil, aux sociétés et aux entreprises des États ACP, ainsi que les initiatives communes d'opérateurs économiques de la Communauté et des États ACP.

(4) The use and communication of sales promotions within the Community is hampered by numerous identified legal obstacles to the proper functioning of the Internal Market which make less attractive the exercise of the freedom of establishment and the freedom to provide services; these obstacles arise from divergences in legislation and from the legal uncertainty as to which national rules apply to the use and communication of sales promotions; a relatively narrowly defined set of rules on sales promotions are giving rise to a multiplicity of Internal Market barriers affecting a wide range of businesses.
(4) L'utilisation et la communication des promotions des ventes dans la Communauté sont limitées par un certain nombre d'obstacles juridiques identifiés au bon fonctionnement du marché intérieur qui sont de nature à rendre moins attrayant l'exercice de la liberté d'établissement et de la libre prestation des services. Ces obstacles résultent de la divergence des législations ainsi que de l'incertitude juridique des régimes nationaux applicables à l'utilisation et à la communication des promotions des ventes. La définition relativement étroite d'un ensemble de dispositions relatives aux promotions des ventes entraîne une multitude d'obstacles dans le marché intérieur qui affectent un vaste éventail d'entreprises.
