Without prejudice to existing dispute resolution mechanisms or statutory appeal procedures, where an airport managing body or an airport user has a complaint with regard to any matter falling within the scope of this Directive, it may, on conditions determined by the Member State concerned, refer the complaint to the independent regulatory authority which, acting as dispute resolution authority, shall issue a decision within two months after receipt of the complaint.
