Action: continue to develop differentiated EU transport cooperation and policy and industrial dialogues with main trading partners and regional groupings, including by concluding agreements; continue to develop external relations in the field of aviation building on the forthcoming EU-US aviation agreement; promote the EU’s major transport industrial projects; further develop cooperation; review on a case-by-case basis the EU’s interaction with international cooperation mechanisms, ranging from better policy coordination over an enhanced observer status to EU membership in relevant international organisations or even special relationships between the EU and such organisations; develop a strategic framework for extending the main axes of the internal transport market and network to neighbouring countries that so wish.

In determining whether a situation of uncertainty prevails in the country of origin of an applicant, Member States should ensure that they obtain precise and up-to-date information from relevant sources such as EASO, UNHCR, the Council of Europe and other relevant international organisations.

Recommends that the EU support international efforts to develop the highest possible safety standards, to be applied rigorously and developed in parallel with scientific progress and reflecting the legitimate concerns of citizens; highlights, in this context, the EU’s role in the Neighbourhood Policy as an instrument for cooperation on nuclear safety; urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to consider the IAEA post-Fukushima action plan and to submit an inclusive action plan with concrete arrangements for its implementation; urges the Commission and the Member States, in cooperation with the IAEA, to work constructively with countries that have failed to apply transparent nuclear safety stress tests, such as Belarus, Russia and Turkey, and to urge them to adhere to international safety standards and cooperate with international experts at all stages of the preparation, construction, operation and decommissioning of NPPs; believes, in that connection, that the EU must make full use of the expertise offered by international organisations and bodies;

Assistance interventions outside the Community can either be conducted autonomously or as a contribution to an operation led by an international organisation, for which case the Community should develop its relations with relevant international organisations.

(11) It is appropriate to develop cooperation with relevant international organisations such as the United Nations and its specialised agencies including the World Health Organisation, as well as with the Council of Europe and the Organisation for Economic Cooperation and Development with a view to implementing the programme through maximising the effectiveness and efficiency of actions relating to health and consumer protection at Community and international level, taking account of the particular capacities and roles of the different organisations.

As the Honourable Member will be aware, the EU co-operates closely with relevant international organisations such as the International Maritime Organisation (IMO), the International Labour Organisation (ILO) and the Basel Convention in this area.
