The Commission shall, if necessary in the light of this evaluation, submit a proposal to amend this Directive by the introduction of a system involving the payment of an appropriate percentage, of no less than one third, of the costs referred to in paragraph 1 by all ships calling at a port of a Member State irrespective of actual use of the facilities, or an alternative system with equivalent effects.
Elle présentera, si nécessaire au vu de cette évaluation, une proposition modifiant la présente directive, par l'instauration d'un système prévoyant le versement par tous les navires, faisant escale dans un port d'un État membre, d'une redevance correspondant à un pourcentage approprié des coûts mentionnés au paragraphe 1, c'est-à-dire au moins un tiers, indépendamment de l'utilisation par ceux-ci des installations, ou un système alternatif qui a les effets équivalents.
