(21) In accordance with the principle of technological neutrality set out in the Digital Agenda for Europe, this Regulation should apply to card-based payment transactions regardless of the environment in which this transaction takes place, including through retail payment instruments and services which can be off-line, on-line or mobile.

The wording needs to be clarified to be in line with Commission's principle of technological neutrality, as indicated in the Digital Agenda and in Recital 21, 'this Regulation should apply to card based payment transactions regardless of the environment in which this transaction takes place, including through retail payment instruments and services which can be off-line, on-line or mobile'.
Il y a lieu de clarifier le libellé afin que la disposition soit conforme au principe de neutralité technologique énoncé par la Commission dans la stratégie numérique et dans le considérant 21: "le présent règlement devrait s'appliquer aux opérations de paiement liées à une carte quel que soit l'environnement dans lequel elles ont lieu, y compris au moyen d'instruments et de services de paiement de faibles montants en ligne, hors ligne ou par appareil mobile".

The Rapporteur is convinced that in line with Commission's principle of technological neutrality, as indicated in the Digital Agenda, this Regulation should apply to card based payment transactions regardless of the environment in which the transactions take place, including through retail payment instruments and services which can be off-line, on-line or transactions executed with commercial cards.
Le rapporteur pour avis estime que, conformément au principe de neutralité technologique énoncé par la Commission dans la stratégie numérique, le présent règlement devrait s'appliquer aux opérations de paiement liées à une carte quel que soit l'environnement dans lequel elles ont lieu, y compris au moyen d'instruments et de services de paiement de faibles montants en ligne, hors ligne ou par cartes commerciales.

Welcomes the fact that the Commission has conducted an open and in-depth consultation and debate with all interested parties (Member State governments and supervisory authorities, organisations, companies, citizens), on-line and off-line, on the implementation of the directive, and takes note of the results of this consultation;
