We must therefore fight against everything which may help to make the Commission into an uncontrollable fortress. In particular, the Council must be given back proper political control over the Commission. Cooperation in both directions between the Court of Auditors and the national courts must be reinforced in order to improve the controls in both the Member States and Brussels. The quasi-diplomatic privileges of the Commission must be removed as these hinder investigations. The European civil service must be opened up much more to specialist national officials on temporary secondment. Finally, as proposed by our Committee on Employment and Social Affairs, in an opinion which has been ignored, the possibility of financing interest groups, without prior authorisation, in part A of the budget must be completely reviewed. This currently allows the distribution of subsidies without any legal basis and encourages cronyism around the Commission.

RELATIONS WITH THE EUROPEAN PARLIAMENT In preparation for the holding of the Interinstitutional Conference with the European Parliament and the Commission on Tuesday 20 December, the Council approved the following draft texts: - Decision of the European Parliament, the Council and the Commission on the detailed provisions governing the exercise of the European Parliament's right of inquiry (temporary committees of inquiry); - modus vivendi between the three institutions with regard to the committee procedure, concerning the implementing measures to be taken by the Commission for acts adopted on the basis of Article 189b of the Treaty by the Council and the European Parliament.

EUROPEAN PARLIAMENT COMMITTEES OF INQUIRY The Council adopted the internal arrangements necessary to enable an interinstitutional (Council, European Parliament and Commission) Working Party to meet with the task of identifying problems related to the implementation of Article 138c of the Treaty on European Union - which provides for the setting up of temporary Committees of Inquiry - and devising ways to reach agreement as soon as possible.
