Dans le cadre de la consultation publique à laquelle elle avait procédé, ladite Commission avait déjà constaté certains problèmes liés au régime de gestion des stocks, à savoir que le régime juridique actuel de gestion des stocks de sécurité entrave en fait les importations de produits pétroliers et que, de ce fait, seules les deux raffineries existant en Grèce sont en concurrence pour le raffinage, car elles ne sont pas confrontées aux fortes pressions concurrentielles que pourraient créer les prix (plus bas) des produits d’importation.
