Is of the opinion that urban platforms and networks (such as URBACT, the Urban Development Network) and other programmes for knowledge-sharing between cities (such as Civitas, the Covenant of Mayors, Mayors Adapt, Smart Cities and Communities Initiative, Reference Framework for Sustainable Cities, ManagEnergy) have provided an excellent opportunity for the engagement of local regional and cross-border actors in urban development and knowledge-sharing between actors; urges the Commission to consolidate and ensure better coordination between these platforms in order to allow local actors to better understand them and engage with them in a more efficient way;

Points out the importance of inter-regional cooperation programmes and of programmes such as INTERACT and URBACT in identifying and disseminating best practices and in training the political and administrative actors in the optimum use of the funds; calls for actions promoting regional planning and effective use of funds to be eligible for appropriations under the ‘inter-regional cooperation’ part of the Territorial Cooperation Objective;

Urbact was presented jointly by all the Member States (except Luxembourg) and represents the last programme for implementation of the Urban II Initiative, with 70 programmes in declining towns and urban districts already having been approved during 2001.

In the context of the Urban Initiative, it is worth noting the adoption of the Urbact programme, designed to facilitate sharing of experience and best practice among the towns and cities involved in the previous versions of Urban.
