Le Comité d’examen des mandats a proposé de définir le mandat général de Téléfilm au moyen d’une loi et recommandé que la Société reçoive « le mandat de poursuivre les objectifs culturels du gouvernement en matière de cinéma, de télévision et de nouveaux médias »(3). Cette recommandation reconnaît l’absence d’un énoncé de mission dans la Loi ainsi que la nature changeante de l’industrie et du rôle de la Société par rapport à celle‑ci, qui n’englobe plus seulement les œuvres cinématographiques mais aussi un vaste éventail d’activités audiovisuelles.
