Bob Rae: With regard to consular services: (a) what briefing notes has the Department of Foreign Affairs and International Trade received or produced regarding consular services in response to recent events in the Arab World Middle East and Northern Africa; (b) what measures has the government taken to ensure the safety of Canadians living abroad in response to recent events in the Middle East and Northern Africa; (c) what is the projected budget for consular services abroad over the next 3 years; (d) what impact will any changes in the projected budget for consular services have on the number of personnel working in consular affairs outside of Canada; and (e) what impact will any changes in the projected budget for consular services have on the number of personnel working in consular affairs inside Canada?

D. whereas the relevant Community acquis is very restricted in extent and consists only of Decision 95/553/EC of the Representatives of the Governments of the Member States meeting within the Council of 19 December 1995 regarding protection for citizens of the European Union by diplomatic and consular representations , and of exchanges of information among the Member States within COCON (the Council working party on consular cooperation, the task of which is to organise the exchange of information concerning good practices followed by the Member States),
D. considérant qu'en la matière l'acquis communautaire est peu développé et se limite à la décision 95/553/CE des représentants des gouvernements des États membres, réunis au sein du Conseil, du 19 décembre 1995, concernant la protection des citoyens de l'Union européenne par les représentations diplomatiques et consulaires et aux échanges d'informations entre les États membres au sein du COCON, le groupe de travail du Conseil de l'Union chargé de la coopération consulaire et qui a comme but d'organiser les échanges d'informations sur les bonnes pratiques nationales,

"The Council took note of the updated Guidelines on Consular Protection of EU citizens in the event of a crisis, as prepared by the Working Party on Consular Affairs and endorsed by the PSC on 28 November 2003, underlining the importance of protecting and assisting EU citizens, by providing diplomatic and consular missions with recommendations aimed at enhancing the protection of Member States' nationals in third countries where their safety is endangered.
"Le Conseil a pris acte de la version mise à jour des lignes directrices en matière de protection consulaire des ressortissants de l'UE en cas de crise dans les pays tiers, élaborée par le Groupe "Affaires consulaires" et approuvée par le COPS le 28 novembre 2003, soulignant qu'il importe de protéger et d'aider les citoyens de l'UE en fournissant aux missions diplomatiques et consulaires des recommandations visant à renforcer la protection des ressortissants des États membres lorsque leur sécurité est menacée dans un pays tiers.

I can therefore only say that the Council does not really have any competence on this issue, and I would add that, at the request of the country concerned, the issue is also not being discussed any further in the Council working group on consular affairs.

[Translation] I am pleased to have this opportunity to describe the work of the Consular Affairs Bureau as well the services we provide and the challenges we face, given the state of the world today, when we come to the aid of Canadians abroad.

I can readily say, given the work that I as a member have done in the area of consular affairs, along with a very dedicated and devoted first class group of people who work for us overseas and who work to help Canadians day in and day out, that the world has changed.

It needs to be added that on the basis of article 73 of the Euro-Mediterranean Agreement with Morocco a working party on social affairs and migration has been created.
