The purpose of the Hague Conference is to work for the progressive unification of the rules of private international law.

The Presidency regularly includes the subject of the International Criminal Court on the agenda of the meetings of the Council working party on public international law.

Should the work on a future Rome II instrument on the law applicable to non-contractual relations [5] succeed, this instrument will therefore be the natural extension of the work on unifying the private international law rules on contractual and non-contractual obligations of a civil and commercial nature in the Community.

The drafting difficulties encountered in the Working Party resulted in a text which refers only to the 'law` of the Member State in which recognition is sought and the word 'internal` has been deleted: the reason for the deletion was to include both internal substantive provisions and private international law provisions.

Under the Belgian Presidency in the second half of 1993, before the Treaty on European Union came into force, Professor Marc Fallon was invited to a meeting of the Working Party in his capacity as Secretary of the European Group on Private International Law and reported on the Heidelberg Project, which was prepared by that Group and is so called because it was approved in Heidelberg on 2 October 1993.
Sous la présidence belge, au cours du deuxième semestre de 1993, avant l'entrée en vigueur du traité sur l'Union européenne, le professeur Marc Fallon, en sa qualité de secrétaire du Groupe européen de droit international privé, a été invité à une réunion du groupe de travail; il y a présenté le «projet de Heidelberg», élaboré par son groupe, ainsi nommé parce qu'il avait été approuvé dans ladite ville le 2 octobre 1993.
